I elephant seems to be in danger, for
| the South African Cape provincial
I council proposes to exterminate
j those in the Addo Bush forest, near
Port Elizabeth-
For generations past these ani
mals have been a great nuisance to
the farmers. They have damaged
crops and hilled several persons.
The African elephant is noted for
its laziness— quite the reverse to its
Indiau relative, who when called
upon cheerfully and easily shoul
ders a burden of a ton or so. How
ever, an eifort is to be made to train
the young ones for log-hauling in
the Cape forests.
The rounding up of the animals
has involved the erection of a num
ber of lofty observation towers, and
so large are the numbers to lie killed
that the shooting of the animals will
take over six months. The natives
enjoy elephant meat, and the pros
pect of an unlimited supply for Sev
eral months is being eagerly looked
forward to.
The provisional council’s an
nouncement lias caused keen regret
among naturalists, some of whom
say that should the threat be carried
into effect the elephant, like the
mastodon and the ichthyosaurus,
may become extinct.

STAMPS IN VENDING MACHINE
Ingenious Mechanism Which Points and
Arranges Them for Convenient
Distribution.
Probably you have bought stamps
occasionally from the automatic
vending machines. You punch the
button corresponding to the denomi
nation you want and out comes a
postage stamp.
The stamps inside the machine,
are arranged in coiled strips, a coil
for each denomination. Originally
the stamps are printed on a very
long, continuous sheet, ten stamps
wide. The sheet is then passed over
a roller that bus rows of little holes
running lengthwise, each row sepa
rated from the next by exactly tin-
width of a stamp. As the sheet
travels corresponding rows of tiny
punches pop down into the holes,
perforating the sheet at the requisite
intervals.
Only crosswise perforations are
needed, because the sheet when
taken into the Tnachine will be cut
into ten stripB one stamp wide, each
strip winding itself on a sort of bob
bin. When the bobbins are full the
coils thns made are removed, ready
to be put into the vending apparatus.

Airplane mail service started on May
15, 1918, largely as on experiment, with
a route between New York city and
Washington. Two trips a day had been
arranged, one in each direction. The
first flight from Washington was a
spectacular affair iu which President
Wilson and other officials figured prom
inently, and sent letters just before the
aviator started. Since that time the
service has continued without inter
ruption.
Postage for airplane mall at the time
was fixed at fifteen cents on ounce, the
postofflee department figuring that
speedy delivery made that price fair.
In addition to being carried by air
plane the letter was to he specially
delivered which ordinarily costs ten
cents iu addition to letter postage.
Airplane mail service continued on a
paying basis for a time, until the nov
elty wore off. Many persons at first
used the airplane mail for its novelty,
and the letters carried were unimpor
tant, apparently. At any rate, after a
few months, the sale of airplane slumps
dwindled, as did the mail.
Reduction in Rate.
Then the postofflee department de
cided to fill the pouches when possible
with ordinary first class letters. This
was continued until July 18, when tlu
rate f6r airplane postage was reduced
from fifteen cents to two. It is prob
able now that this rate will he con
tinued, for while the service does not
pay for itself the added facilities in
deliveries are regarded by the post-
office department as worth the price.
When the service was started the
postofflee department co-operated with
the war ‘department, which supplied
the airplanes and the aviators. Tbit
arrangement had been suggested bj
the chief signal officer of the army
who saw in the project an additional
means of training aviators for the
western front.
Army participation continued until
last November, when it was agreed foi
the sake of efficiency that the entire
project should he taken over by the
postoffice department.
For this reason the service now If
entirely in the hands of the postofflee
department and the aviators are ol
civilian status. However, the pilots
now engaged in the work have come
largely from the army, being officer*
discharged from the service at the end
of the war.
The type of airplane used Is the ordi
nary Curtiss machine, but the post-
office department is preparing and, 11
congress provides the funds, will soon
put especially buttt airplanes at work.
These new airplanes are designed
primarily for carrying mail, stabilized
automatically, so that there is no dan
ger of a crash. In this regard they
will be different from the army type
machine, in which ability to maneuver
rapidly is an element of safety. The
mail airplanes will be designed to carry
a heavy load with safety.
