THE STATUS OF ADVISORS
The world makes progress, even if
slowly, and in 9pite of handicaps.
A few decades ago when a strong
nation wished gyab the territory
of an impotent country, and could
make arrangements with other big na
tions to permit her seizure, an undis
guised annexation was put over.
Not, the process of assimilation is
begun in a vnuger method, the world s
conscience not being strong enough to
stand the direct shock of older man
ners. Instead of grabbing the country
in toto, the procedure is to have “ad
visers” appointed and then these ad
visers proceed to their appointments
to collar all authority possible.
In 1915, when Japan made a move
to control China, she only asked that
Japanese “advisers” be employed in
political, military, and financial capa
city. Great Britain followed the same
course in Persia, and in exchange for
I military and political “advisers who
shall be “endowed with adequate pow
ers” she is to loan Persia $2,000,000.
The line between “advising” and
“enforcing” certain lines of conduct is
then gradually obliterated.

laborers, ns a body, will ever demand
and obtain recognization of the eight
hour day, with time and half for over
time, is doubtful.
