To Make Reforms—Shall We Have
Such Progress?
The government is asking of the
women and girls of this country that
they realize that “sowing wild oats”
is not a necessity, that continence
makes for health, not against It. and
that prostitution shall come to an end.
YVomean can stop prostitution by
taking a definite stand in this matter;
and by making a frank explanation of
that stand, they can help men to stop
demanding it. Women can refuse to I
associate with men who tend to' be
come familiar—the men will promptly
see the point. Girls can insist that
l the men who offer them marriage
: shall prove that they are physically
lit. Men require that the girls they
marry be clean and fit to bear their
children. Why should girls be less
particular about the fathers of their
children? This Ik the personal stand
in the matter. Organized in clubs, in
trade unions, in church life—in what
1 ever community groups we belong,
wo can have a share in directing pub
lic opinion on these matters, In the
actual efforts being made to close up
places of evil resort, to help provide
a good time elsewhere for children
and grown-ups; for it is useless to say
I “thou shalt not do this,” unless wo
have something else that is better
for them to do. Just as no small part
of the marvelous success of the pro
gram of selfcontrol and clean living
j in camps has been because of the
splendid recreation facilities offered
there, and the wholesome atmosphere
created by leaders who are not only
Kood but good for something, so In
civilian life tennis and boxing, song,
and good hooks, and interesting
tilings to think about and do will
servo a similar high purpose when
made part of a community program of
clean living.
Never before in the history of any
country has there been such an oppor
tunity for social progress, for social
justice, lor individual ideals as this
which faces our country at this time; I
never before have the women and )
fcirls of any country had such an op
portunity to make their convictions
so felt and their ideals count for so
much. It is time for a great "get-to
gether” on this matter of our common
welfaro. The responsibility is pecu
liarly upon women in this matter.
We are in these days doing the work,
carrying some of the responsibilities
Mint men have heretofore shouldered.
Shall we shirk the higher responsibil
ity for civic progress and a true de
mocracy by which we, no less than
they, will benefit? Many of us are
commanding better salaries now than
we had before. This fact has given us
n new status in our homes and in our
social groups—a status which brings
the privilege of decision and the priv
ilege of greater freedom. The powers,
the influence that are born of this op
portunity—shall they not be devoted
to tl»e development of a eleun and
true democracy?

The home ami school for the feeble
minded of our state is now going
through the stale of organization.
The trustees of the Newtou-Tuttle
Home have just deeded to the state
the property purchased from them
tor this purchase, and the governor
has finally turned this property over
to-the State Hoard of lleulth, who will
have charge of the home.
The State Board of Health held its
first meeting and accepted the trust
imposed by the legislature Thursday,
the 21st of October. The board finds
that of tbe $100,000 appropriation
made by the legislature over $75,000
has been expended in the purchase of
the propetry and the necessary ex
pense of transfer and legal expenses.
The fUrm consists of over 300 acres
of land near Augusta. With less
jlhan $25,000 left of the original appro-
I priatlon it will be impossible for the
'State Board of Health to do much, aa
the farm will have to be equipped,
! household and kitchen furniture
bought and much-needed repairs and
changes made in the buildings. With
an estimated feeble-minded popula
tion of 3 per cent of the whole, it will
be appreciated that this institution
j will soon be one of the laregst in the
state, requiring many teachers and
attacks. The class of employees are
of the very highest type, and will of
necessity cost the state considerable
I money. It is not known when the
school will be ready for opening; a
few high grade children may be taken
soon, bat it is not likely that the
school proper can be run before an
other appropriation is made by the
legislature for its maintenance. The
