the president-elect to learn his
personal wishes regarding the
program. Nothing, however
iu the form of an official state
merit to the canvass of the 're¬
turns is sent to the president¬
elect.
When the propel time comes
Mr. McKinley, having read in
the newspapers that lie has
been elected, will go to Wash¬
ington. Hewiil call upon Presi¬
dent Cleveland. An hour later
President Cleveland will call up¬
on Mr. McKinley These cairn
will take place a day or two
before the 4th of March. On
the morning of the 4th Presi¬
dent Cleveland will come to the
hotel again, take Mr. McKinley
back in an open barouche be¬
hind four black horses, and
ride with him to the senate
wing of the capitol. There in
the preisdent’s room the com.
hiittee of arrangements will
meet the president-elect and the
president to escort them to the
senate chamber. That will be
the first official information Mr.
McKinley will receive that he
is to become president of the
United States. All of the in¬
formation that he has bad to
guide him up to that moment
will have been derived from the
newspapers. Ten minutes
later Mr, McKinley will put his
hand on the open Bible and be
sworn by Chief Justice Fuller.
That act will make him presi
dent of the United States.
Without a scrap of paper to
show his authority, he will
enter upon his duties as presi
dent.
The act of president Cleve¬
land in calling for Mr- McKinley
and escorting him to the senate
is one of courtesy only Presi
dent Cleveland will learn that
Mr. McKinley is to be the suc¬
cessor in the same way that
Mr. McKinley will-tluough the
newspapers, It is within the
memory of many now living
that a president declined to per¬
form this act of courtesy, and
that a president-elect made his
way alone to the capitol to be
received by the senate and
,

It seems singular that with
all of the .elaborate program
there should be no provision for
an official notification of his
election to the president-elect
and that with all of the
mony of inauguration there
should be issued no commission
no proclamation, to give official
information of a change of ad
