of retired troopers and GBI

was sworn
in as the
new presi
dent of the
Retired
Troopers and
GBI Agents
Association
for the State
of Georgia
A Forsyth native,
Duckworth began his
career with the
Georgia State Patrol
in 1961. He was sta
tioned at Post 1
Griffin and trans
ferred as one of the
first three troopers
assigned to Post 44
Forsyth
from 1970
to 1975. At
one time
while sta
tioned in
Atlanta,
Duckworth
was in
charge of
driver
training
for the
rookie
troopers.
Duckworth
retired
from Post
33 Milledgeville in
1983.
Joining him for this
special dinner meeting
were his wife Dot,
daughter Lisa and
son-in-law Terry
Baker. Mr. Baker pro
vided musical enter
tainment for the
evening program.

tributed by Middle Georgia Community Action
Agency, Inc. beginning at 10 a.m. on Friday,
May 9 at the Monroe County Clubhouse on
South Phelps St. in Forsyth beside the Monroe
County Library.
You must bring a signed statement for anyone
you will be picking up for. Authorization forms
are available at Monroe Neighborhood Service
Center.
The following items will be available:
mixed vegetables, green beans, carrots,
asparagus, peas, spinach, vegetable soup, toma
toes, grapefruit juice, applesauce, chicken, tuna,
grits, peanut butter, roasted peanuts, rice, corn
flakes. All items may not be available on the day
of distribution.

Boss to host public
revaluation meeting
Chief appraiser Alveno Ross is hosting a public infor
mation meeting about the county-wide revaluation at 6
p.m. April 29 at Mary Persons High School. The pur
pose of the meeting is to get public input and to let
property owners know what to expect.
Ross says the revaluation has been going fairly
smoothly, but adds there are stil a few wrinkles to iron
out. Ross and the board of assessors have meetings
planned with local officials and organizations leading
up to the public information meeting on April 29.

The High Falls/Towaliga
Watershed Alliance has been
named Georgia’s Watershed
Organization of the Year by
the Georgia River Network.
The Alliance was recognized
for its outstanding achieve
ments at GRN’s annual con
ference at Berry College in
Athens.
Bud Queen of High Falls,
president of the Alliance, and
vice president Sonny Bartlett,
were presented the award at
a ceremony following the con
ference events and workshops
held on Friday and Saturday.
Keynote speakers included
Anna George, director of the
Tennessee Aquarium
Research Institute,
Queen said that "the
Alliance (HFTWA) was proud
and honored to receive this
award on behalf of our mem
bers and volunteers. This is a
distinguished award and
gives the High Falls/Towaliga
Alliance recognition among
the other environmental asso
ciations in Georgia. The
Georgia River Network (GRN)
is also a non profit organiza
tion, is located in Athens,
Georgia and like the Alliance
works to insure a clean water
legacy by engaging and
empowering Georgians to pro
tect and restore our rivers
from the mountains to the
coast."

What
of investor are you?
A sset allocation
is a time-
proven strategy
that can help
take the guess
work out of choosing
investments for
your portfolio.
Instead of putting
all your eggs in one
basket, you spread
your eggs (dollars)
among a variety of
baskets (stocks,
bonds and cash).
The baskets can be
further divided
within each type of
investment.
Although many
investors under
stand that they
should invest in a variety
of securities, they often
stumble when it’s time to
choose an asset allocation
that’s right for them. The
allocation that you choose
should be based on how
much risk you are willing
to assume, why you are
investing and when you
will need to tap your
investments.
However, in some cases,
once investors choose their
allocation, many are afraid
to change it. As you experi
ence changes in your life, it
can be appropriate to
redistribute your assets.
So, when should you
change your asset alloca
tion? It is important to
maintain balance in your
portfolio. Accordingly, you
should reevaluate your
allocation strategy at least
once a year or when you
experience a major life
change such as marriage
or the birth of a child. It is
not always necessary to
make a fundamental
change to the allocation,

but you need to make that
evaluation on a regular
basis.
Sometimes your portfolio
might just need a tweak to
rebalance assets that have
either increased
or decreased in
value. For exam
ple, a booming
stock market
may mean that
the value of the
stock portion of
your portfolio
exceeds your
original alloca
tion. If that
occurs, you may
want to consider
selling some
stocks to bring
your portfolio back into
line with your initial allo
cation. Rebalancing is a
strategy that every
investor should take
advantage of as a way to
ensure their portfolio
reflects their current
investing goals, time hori
zon and tolerance for risk.
Further changes to your
allocation also may be
appropriate depending on
your particular investing
style.
Strategic investing. Most
investors take a strategic
approach to asset alloca
tion, meaning they have at
least 10 years before they
anticipate needing the
money they are investing.
Strategic investors look at
the long-term and typically
do not make frequent
changes to their allocation
model. A strategic investor
would change the way his
or her money is invested if
there was a fundamental
shift in the economy (reces
sion) or if inflation began
to outpace the earnings
that his or her investments
were generating.
Cyclical investing.
Because the economy is
cyclical, meaning it moves
in stages of prosperity and
recession, some investors
change the way they allo
cate their assets based on
the cycle of the economy.
This is called cyclical
investing and it typically
means that an investor
will reallocate his or her
funds every three months
to three years. A cyclical
investor might invest heav
ily in stocks when the
economy experiences
growth and, conversely,
would invest more dollars
in bonds when the econo
my experiences a period of
contraction.
Tactical investing. The
third type of investor looks
at the short-term — a peri
od of one year or less. The
tactical investor changes
his or her portfolio based
on trends in the market. A
tactical approach to asset
allocation isn’t for everyone
as it typically requires an
investor to trade rather
actively and sometimes
trade with greater risk.
Each investor has unique
goals for their money and a
distinctive investment
style. It is best to talk with
your financial consultant
about what kind of asset
allocation would be right
for you and how often you
should redistribute your
assets.
