undoubtedly engage the attention of congress to a
great extent. It is of paramount importance that we

European power to acquire ascendency over any

"I nm in favor of a commission to revise it. I
should like to see the rate of duty on u good many
articles decreased so as to be no longer prohibitory,
and some articles which are now free should, in my
opinion, pay a duty. But a revision of the tariff, if
accomplished at all, must be the work of a com
minion."
"What about silver coinage and silver certifi
cate*? "
"Of course I do not agree with the administration
in reganl to them,” was the reply. "For my part,
I would la gtail to see all our circulating notes—
greenbacks, bank notes, etc. in the form of coin
certificates, every dollar of which should represent
an nctutil dollar In the treasury, payable on de

icy recommended by the president and secretary of

Martin Van Buren, the sago of Kinderhook. and
Mr. Millard Fillmore, of Bufi'alo. There isstii! an
other New Yorker, Mr. Samuel .1. Tilden, who was
elected president, but whose oflice was, by fraudu
lent means, put into the hands of a man now sunk
in obscurity, through whom fraud was first trinm
pliant in American history. Mr. Van Buren, Mr.
Fillmore and Mr. Tilden. the three New Yorkers
just referred to, were all natives of the state of
New York.

during his practice, 6,000 cases of insanity tinder
his charge; had given special attention to tlie study
of insanity. He stated the difference between
•’delusions" and ’’insane delusions’’—the former
being die subject of correction by judgment and

reason denominated insane delusions. He be
lieved. judging trom his observation and experi
ence, that the claim of inspiration frequently as

seen an instance of it.
Dr. McDonald did not believe in hereditary in
sanity. An occasional defect might be transmitted,

they did everybody in the world -would by

ward health than the inheritance of disease. Nei-

The counsel for prosecution, in pit tang the ques
tion, referred to Dr. Spitzka as a horse doctor, and
to another witness as an "agnostic.- ’
Mr. Scoville called attention to these reflections
upon the witnesses for the defense, and Judge Cox
sustained the objection and tlie offensive terms
were withdrawn.

INSULAR INCIDENTS.

idea to God. as well as its conception, replied that
God left the matters of detail to his chosen instru
ments. Guiteau had dlsdiRscd the question of in
sanity With MacDonald, and to him had said that
he had been looking up the question of insanity,
and while he was not medically in
sane, he was legally Insane. and
expected acquittal on that ground, and would oe
sent to an asylum; that after being there a short
time he would apply for a commission of inquiry,
which of course would find he was not insane, and
his discharge would follow. MacDonald saw noth
ing in Guitcau’s face, or shape, or his head, to in
dicate insanity.
The district attorney here put the direct questiou
to MacDouald whether, from ids personal examina
tion and careful consideration of the prisoner
dhriug his trial, he considered him sane or iu-
sane.
MacDonald replied: "I believe him to be a sane
man.
