tions of business perils from his election wss falsi
fied by the emphatic conservatism of bis address

basis of his policy. He will organize the oommlt-
tees iu accordance with Its ideas, and the result of
hi* administration of hi* powerful office will vindi
cate the wisdom of bis election. Mr. Carlisle is
no free trader. He favors a tariff tor revenue, with
such protection to American industries as must be
iuddeutal to any tariff which produces the am- uut
of revenue we ueed. The tariff bill which passed
at the fast session against the democratic vote can
not product) enough revenae to meet the ordinary
expenses of the government, and unleaa it is
changed to product more reveuue the repeal of all
internal revenue taxation would create a deficit.
