Cured His RUPTURE
I was badly ruptured while lifting a trunk

Years have passed and the rupture has never

MILIT«»
OF 0. S. SCORED BY
CHARLES W. ELIOT
5
BOSTON, May 8. —Ttye United
States military academy was criticis
ed today by Dr. Charles W. Eliot,
president emaritus of Harvard, in a
letter to Brigadier General John W.
Ruckman, U. S. A., commander of
the north Atlantic coast artillery dis
trict. General Ruckman had written
Dr. Eliot to ascertain whether cer
tain comments on West Point teach
ing, which he was reported as hav
ing made in an address before the
Harvard Teachers’ association were
correct.
In the published report of his ra
marks Dr. Eliot was quoted as say
ing: “I hope we shall never take
our example for public school ad
ministration from West Point. It
is a good example of just what an
educational institution should not
be. This was shown by the ineffi
ciency and failure of its graduates
in the war.”
Dr. Eliot replied to General Ruck
man that this quotation, while not in
his exact words, was substantially
correct. He continued:
‘Tn my opinion no American
school or college intended for youths
of between 18 and 22 years of age
should accept such ill-prepared mate
rial as West Point accepts.” No
school or college, Dr. Eliot declared,
should nave a completely prescribed
curriculum or have its teaching done
almost exclusively by recent gradu
ates of the same school or college,
who are not teachers and who serve
for short terms.
' “West Point so far as its teachers
are concerned.” the letter continued,
“breeds in-and-in, a very bad practice
for any educational institution.
“The graduates of West Point
during the world war, both in the
field and in business offices, did not
escape—with few exceptions—from
the methods which they .had been
taught and drilled in during peace.
The methods of fighting were in the
main new, and the methods of sup
ply and accounting ought to have
been new. The red tape methods
prescribed to the American regular
»rmy in peace times and the acquir
ed habit among American regular
army offifcers of ‘passing the buck’
were very mischievous all through
the actual fighting and remain a se
rious impediment to the efficiency of
the war department to this day.”
Dr. Eliot said he did not agree with
General Ruckman that if the state
ments he had made before the teach
ers’ association were correct “the
military academy ought to be abol
ished,” but that he did think it ought
to be changed.
Says Wife Won His
Love as Countess
Austin Flint Gibbons, lawyer, son
of Dr. Peter J. Gibbons, of 269 Madi
son avenue, New York, testified 'n
his own behalf before Justice New
burger in an action to'annul his mar
riage to Anna Olga Treskoff Gib
bons on the ground of fraud. The
trial will be continued.
Gibbons says his bride told him
before their marriage that she waas
a countess and the daughter of a
general in the Russian army. He
learned afterward, he says, that she
is the daughter of a deceased coal
miner in Pennsylvania and that she
has nine brothers and sisters. His
most serious complaint is that she
was a favorite with other men prior
to their wedding, although she made
representations to the contrary to
him.
Gibbons was asked if he had not
made “violent love” to Miss Treskoff
before their marriage In December,
1917. He denied it, as well as the
assertion that he had dislocated her
shoulder by one of his hugs. His
examination will be continued.

V- Qman Dives in Ice Floes
To Save $5.17 and Purse
NEW YORK, N. Y. —Luegula
Spottoscaglla dropped her purse
while standing on the bridge in
Flushing, Queens, watching the ice
floes pass with the tide. The purse
landed on a cake of ice. It contained
$5.17, and Miss Spottoscaglla has
tened down to the river bank and
plunged in after it.
In a moment she -was swept be
,yond her depth and was crying for
help. A patrolman threw her a
rope, but she could not reach it. Eu
nege McMahon, of Flushing, dived
into the stream, seized the woman,
and swam to the rope.
They were pulled out, and after
Miss Spottoscaglla had t-hawed her
self out at the police station and
borrowed car fare, she went home.
By that time, it was thought, the
sea-golngf purse was in the vicinity
of Hell Gate.
FOBTUIIE SPENT FOB
CALIFORNIA VOTES
BY JOHW. CLAIM
SAN FRANCISCO, Cal., May B.
Charges of Meyer Lissner, south
ern California manager for Senator
Hiram W. Johnson, that the Har
bert Hoover campaign in the south- .
ern part of this state was the
“worst saturnalia of political ex
travagance that was ever exposed
or conducted in suthern California,”
were denied here tonight by John
F. Lucey, of New York, chairman
of the Hoover National Republican
club, who participated in the Hoover
primary campaign iri Los Angeles.
Mr. Lucey characterized Mr. Liss
ner’s charges as an “effort to ex
plain the loss of Los Angeles coun
ty by Senator Johnson to Mr. Hoover
and an excuse for the disreputable
political methods employed by Mr.
Lissner.
“Tammany Hall, in its balmiest
days,, never conducted a political
campaign such as the one conducted
by Mr. Lissner in southern Califor
nia in behalf of Senator Johnson,”
Mr. Lucey added. \
Expenses of Senator Johnson’s
primary campaign in California were
estimated by Mr. Lucey as “between
$200,000 and $250,000, and his bill
board advertising alone would cost
more than the entire expenditure of
the Hoover organization in the state
of California.”
“Senator Johnson was supported
in California by reactionaries whom
he has been denouncing for the past
ten years,” Mr. Lucey said. “He
did not dare come into the state
during the primary campaign, be
cause he would have been com
pelled to have changed his mind
about these persons. As far as the
Southern Pacific political machine
was concerned, there was no one
connected with the Suthern Pacific
railroad, directly or nidirectly, iden
tified with the Hoover campaign, and
Senator Johnson knows it.
“We welcome the public audit
mentioned by Mr. Lissner and be
lieve that it is a good opportunity
for Senator Borah to demonstrate
to the American people whether he
is sincere Ir. his repeated requests
for and publicity con
cerning campa“w expenses of presi
dential candidates.
“The expense of conducting the
campaign for Mr. Hoover in south
ern California did not exceed $20,-
000,” Mr. Lucey said.
Mr. Lucey said Mr. Lissner’s
charges of excessive expenditures
had been made originally the day be
fore the primary. He said the Hoover
’ organization in southern California
had challenged Mr. Lissner that
same day to a public audit of the
expenditures of both organizations.
Mr. Lucey said he remained in Los
Angeles two days after the election
awaiting a reply from Lissner. He
said Mr. Lissner had not replied.
Mr. Lucey plans to leave Califor
nia tomorrow for New York. He re
sided in California for thirty years
and knew Senator Johnson “as a boy
in Sacramento,” he said.
