We talk about the coming revolution

lution has come. This use of the gov- ,
cmmeot of all for the enrichment and i
aggrandizement of a few is a revolution, i
It is a revolution which has created the ■
railroad millionaires of this country.
• To maintain the highways is one of the
sacredest functions of a government.
Railroads are possible only by the exer
cise of the still more sacred governmen
tal {lower of eminent domain, which,
when citizens will not sell the right of
way, takes their property through the
forms of law by force, none the less by
force because the money value is paid.

by you and me, all of us, to our govern
ment to bo used only for the common
and equal benefit of alh Given by all to
be used for all, it is a revolution to
have made them the perquisite of a few.
Only a revolution could have made possi
ble in the speech of a free people such a
phrase as a railroad king.
It is a which has given the
best parts of the streets that belong to
all the people to street railway syndi-f
cates and gas companies and telephone
companies and power companies. It is
a revolution which has created national
bank millionaires and bond million
aires and tariff millionaires and Jand
grant millionaires out of the powers
you and I delegated to the government
of tjje United States for the equal good
of every citizen. Tho interstate com
merce act was passed to put'into prison
the railroad managers who used their
highway power to rob the people, to
ruin the merchants and manufacturers
whose business they wanted to give to
favored shippers. The antitrust law was
passed to put into prison tho men who
make commerce a Conspiracy, to compel
the people every day to pay a ransom
fop their lives. It is a revolution which
is using these interstate commerce and
antitrust laws to prosecute the employ
ees of the railways for exercising their
inalienable rights as free men to unite
for defense against intolerable wrong.
It is a revolution which lets the pres
idents and managers and owners of the
railroads and trusts go free of all pun
ishment for the crimes they are com
mitting; which sends out no process
against any of the corporations or cor
poration men in the American Railway
association, while it uses all the powers
of the attorney general of the United
States to prosecute and, if possible, to
send to prison the members of the Amer
ican Railway union. It is a revolution
which is putting the attorneys of cor
porations into ermine on the bench to
be attorneys still.
It is a revolution by which great
combinations, using competition to de
stroy competition, have monopolized en
tire markets, and as the sole sellers of
goods make the people buy dear, and as
the sole purchasers of labor make the
people sell themselves cheap. Last and
deepest and greatest revolution of all is
that by which the mines, machinery,
factories, currency, land intrusted to
private hands as private property, only
as a stewardship, to warm, feed, clothe,
serve mankind, are used to make men
cold, hungry, naked and destitute. Coal
mines shut down to make coal scarce,
mills shut down to make goods scarce,
currency used to deprive people of the
means of exchange, and the railways
used to hinder transportation.
This is the revolution that has come.
With local variation it is worldwide,
and against it the people are rising
worldwide in peaceful counter revolu
tions in People’s Parties. It begins now
to be seen generally, what a few have
been pointing out from the beginning,
that the workingmen in organizing to
defend themselves have been only
pioneers. The power which denied them
a fair share of their production was the
same power which is now attacking the
consumer, the farmer and even the
fellow capitalist. In organizing against
modern capitalism the workingmen set
the example which ail the people are
now driven by self preservation to fol
low. The trades union of the working
men was the precursor of the Farmers’
Alliance, the grange and the People’s

Minnesota Is All Right.
This is a Populist year in Minnesota.
There is no doubt about it. There are
many evidences of the trend of affairs.
The chiefest perhaps is the wholesome
awe which the old party leaders enter
tain for the people’s movement. The
Democrats are nearly scared to death
over the proportions which the move
ment has attained.
The Republicans, on the other hand,
- do not evince so much fear of the move
ment in behalf of the masses, but they
- are anxious just the same. Os course
they claim about everything in sight,
but in a great many instances are mere
ly whistling to keep their courage up.
’ Minnesota has generally been counted
as a Republican state, but the party
leaders have carried things with such a
high hand that they no longer have a
cinch on the offices.
The Populists do not claim to be able
to make a clean sweep this fall, but
there is little doubt that they will cut
a pretty big figure when the votes are
counted. They are out gunning for IJnute
Nelson, the present Republican govern
or, who has been renominated, and the
chances are that he will be laid out. In
the first place, Nelson is in bad odor
with his own party.
Ten of the 11 prominent Scandinavian
newspapers of the state have recently
bolted the Republican gubernatorial
nomination and come out strongly for
the Populist candidate, Sydney W. Ow
en. The combined circulation of the
disaffected newspapers is 170,000.
The People’s Party will show great
gains in all the eastern states this year.
The total vote in New York, New Jer
sey and Pennsylvania will bo from three
times to five times as large as it was

MILK AND WATER. 1—
The Alleged Argument of a Goldbng 1
Newspaper Torn to Tatters.
It appears that Judge Trumbull’s ref- (
erence to silver coinage has disquieted '
The Tribune, which applies to it the (
i following striking argument: *
“Judge Trumbull did not attempt to 1
inform his hearers how the workingman
would be benefited by a debasement of j
the currency, such as would be effected
by ‘free silver, ’ nor how the currency j
is to be made more in value or purchas- (
ing power by making it poorer. If a
man has a pint of milk and adds to it a
pint of water, the result is not a quart J
of milk, but a quart of a mixture which
contains no more milk than would go
11 into a pint. If he could push off a pint *
of the mixture on a creditor who had j
lent him a pint of pure milk and call 1
the account ‘square’ he might gain an
advantage in that dishonorable way, but ]
surely the action would not be approved ■
by Judge Trumbull, for the pint of the i
mixture would have only half the in
trinsic value possessed by the original J
pint of milk. ’ ’
Let us examine for a moment this .
milk and water argument and see if we
cannot get some of the water out of it.
If a man borrow a pint of milk, is it
just to demand that he repay, over and
above interest, a pint of cream? Such a
rule of business would make a mighty :
profitable thing for those who lent milk
and who got cream > in return. And if 1
wheat, pork, beef, labor, were all worth '
so many pints of milk today there would .
be a sudden and serious fall in the num '
her of pints each would exchango for if,
by a slyly passed law, it should be de- :
clared tomorrow that cream, not milk,
is the only fluid which may lawfully be ■
offered in trade. In such an event the i
value of cream would quickly rise, for ;
everybody would want it to purchase 1
things with or to pay debts with, while
the value of milk would speedily fall,' .
since it would be needed only to drink,
to make clabber or for other use “in the :
arts.”
Then when the fellows who had bor
rowed milk with its normal quantity of
cream in it desired laws enabling them
to pay in the same fluid they would be j
assured that even if any law on tho sub
ject were passed there must be more
cream in the debtor’s milk, as the parity
was no longer maintai ed at the his
toric ratio. The yellow c earn would be
exalted, as is the yellow gold, and the
white milk and tho white metal go \
down together.
We think that Judge Trumbull is as
fortunate in the character of the argu
ments arrayed in confutation of his
speech as he is in the great attention
given him by the allied press of privi
lege. And we are entirely certain that
the People’s Party is exceedingly for
tunate in having won so prominent and
so able a champion as he.—Chicago

Populism In the South.
A Washington correspondent, after a
visit to Democratic congressional head
quarters, wrote a letter to his paper
from which the following is taken:
It is a general concession that Tom
Watson will beat Black in the Eighth
Georgia district. This from a public
point of view need invoke no crape.
Watson is a bright, vigorous nineteenth
century production, unhung by moss.
Black, on the other hand, for any pur
pose of broad statecraft is an utter wa
terhaul. He is also a Cleveland gold
bug without being able to defend him
self and tell why. Aside from Black
and the doom which attends on him,
Democrats looking soberly over the fig
ures express a belief that two more
Georgia districts are on the toboggan
slide toward the third party. In fact,
by the, light of burning Georgia, they
begin to see that the south is afire for
Populism in the Carolinas, Virginia,
Alabama and Texas. They say Joe
Sayers is having an up hill fight
against Populism.
Up in old Missouri, too, the Demo
crats are making blue report. Every
Democratic body there, so they say, is
sulky. They won’t attend the meetings.
They are in that ugly mood, the Mis
souri Democrats are, they won’t
stay where they are nor go anywhere
else. All up and down tho situation is
perplexing to the headquarters Demo
crat. But the fact is the Georgia tum
ble took his breath away.

society for benevolent, social and moral
purposes, desiring mainly to unite
themselves in. taking care of the sick
and burying the dead.
They show that they desire to be in
corporated under the laws of Georgia
for the term of twenty years, with
privilege of renewal as often as may be
lawful and desirable, under the corpo
rate name of
The Independent Order of Colored
Men and Women of America.
Your petitioners further show that
they and their successors desire to be
i invested with corporate authority to
i hate a seal and to make by-laws and
1 rules for the government of said bo
i ciety. The objects of said society or
i coporation are not for pecuniary- gain
! to it or the members thereof, but all
moneys shall come from initiation fees,
dues and contributions from those who
