Clelland, a negro, was hanged In the
county lull yard here at 6:IS o'clock
this morning for the murder of Mi
chael McGovern, an aged resident of
the city.
; McClelland confected to the murder,
despite his denials of tho crime up to
yesterday.
McClelland wa« pronounced dead In

“That whenever the president shall
be wtlsflsd that unjust discriminations
are made by or under the authority of
any foreign state against the Importa
tion or sale In such foreign state of
any product of the United States, he
may direct that such products of such
foreign stats so discriminating against
any product of the United States as
he may deem proper shall be excluded
from Importation Into the United
States and In euch cases he shall make
proclamation of his direction* In the
premises and therein name the time
when euch directions against Importa
tion shall take effect and after such
dale the Importation of the article* In
such proclamation shall be unlawful."
The recent action of the French
government In Increasing the rale of
duty on cotton seed oil, an exclusive
ly American product, was at once re
garded as an unjust discrimination;
and It soon became evident that
France would expect the eafne conces
sions In tariff matters that were mado

for the Philippines Friday, accompa
nied from Atlanta by Miss Dunlap, of
the Atlanta city schools, who also will
teach In the Manila schools. Mist Coo
ley has two brothsrs In Manila, on* of
whom Is connected with the United
Stats* secret service, the other being a
prosperous merchant of Manila.

Negroes.
Wllberforce, Ohio, June 21.—Thurs
day wo* a great day for Senator Fora-
ker and the negroes.
It was commencement day at Wilber-
force University, the leading negro col
lege of Ohio, and the senior senator
made the annual address. It was more
than commencement. It was the occa
sion for an outpouring of thousands of
Forakeria friends from far and near.
Senator Foraker commenced h
speech by referring to his last visit to
Wllberforce, In 1885—twenty-two years
ago. He reviewed the events of this
period—of both local and national
character. In tills connection he apoke
of the Spanlsh-Amerlcan war and the
acquisition of Insular possessions, as
well as of tho great development of In.
dustrles and power as a nation. Ho
gave tho colored people of the country
credit for having contributed their fair
share In the accomplishment of all these
great results and congratulated them
upon the success they have achieved.

News Shipbuilding Company, with one
at $3,987,000, and the Fore River
Shipbuilding Company, of Quincy,
Moss., with a bid at 74,877,000, were
le aucceesful bidder* today for build
B the big 20,000-ton battleships.
The naval officials were satisfied and
surprised nt the low bids, considering
conditions In the Industrial world.
They pointed out that the bid of the
Newport New* Company for one of the
great 20.000-ton ehlps was not only
between 2400,001) and 3500,000 less than
corresponding bids from many other
companies, butactually coneiderablj ‘
less than the price submitted for build
ing the 18,000-ton battleship Minnesota,
and 73,000 less than the price paid tor
the battleship Louisiana.
