WASHINGTON, Dee. 11.—In hie an
nual report, ■ Secretary of the Navy
Metcalf recommends that congress au
thorize the construction of four battle
ships, tout scout cruisers, ten deetroy-
ers, four submarines, three colliers, one
repair ship, one ammunition ship and
two mine-laying ships, the lhst two to
be converted from cruisers now In the
navy service.
He urges the naming of two vice ad-
mlrale, and lengthening Pearl Harbor.
Hawaii, docke to accommodate two or
more veesels at once. He declares that
further development of new navy yards
is not necessary.
Secretary Metcalf dwells at length
on the round.the-world voyage of the
fleet, and declares that It hns been an
epoch-making drulse. Every ship has
stood the test In the best possible
shape, and justlfles the confidence
naval experts had In them.
Marksmanship, he says, has Improved
on the practice crulee. With respect
to the assertion that our 12-Inch guns
are Inferior to those of other powers,
the facts are found to be that the
actual munle energy of these 12-lnch
guns, which form the main armament
of our eight latest battleships In com
mission, Is somewhat greater than that
of any gun afloat In any other navy.
"While the present navy department
organization may not be an Ideal ar-
rangement from an economical stand'
point," says the secretary, "It la very
far from being the Irresponsible and
Impracticable organization which Its
critics claim It to be, and, while a certain
measure of consolidation of duties of
•he various,bureaus at navy yards and
certain consolidations among the bu
reaus themselves may hereafter prove
deelrable, the general principle of defi
nite and explicit responsibility for the
various classes of highly technical
work under the several bureaus Is
sound In theory and prac/.ce, that Is,
moreover, the basis of the nrgonlzatlot
of every great Industrial establishment,
the navy department organisation
being, of course, more complex In view
of tho peculiar duties which devolve
upon such a military organization."

association parlor Saturday night from

Plans are on foot for an afternoon of
enjoyment on New Year’s day, and alio
February 22, when a mock trial will be
given In the large auditorium.

Wc had five new contestants enter the race yesterday. There Is still room In Some of the districts for
others, and we are living In hopes that they will stin be nominated. This contest proposition reminds tht
writer of going In swimming, the: hardest part being the first plunge. Remember that "faint heart never won fair
lady;" screw up your courage and either enter your own name or get a friend to"do It for you. Perhaps the mere
entering of your name In The Georgian's great home-giving contest would be the means of your winning the (6,000
house and lot. Up to the present time there Is not a single contestant entyed In the race that has turned In a
total of subscriptions equivalent to one-tenth the amount usually turned In by contestants where such valuable
gifts are going to be awarded. This Is the chance of a life time for some good hard worker to get In and secure s
valuable home for a few weeks' work.
There are a number of our contestants In line for the flrst prise, but It can be won by anyone at this
writing. The same can be said' of our second and third grand prises. From the amount of subscriptions so far
turned In. the contest has the appearance of a third-class one, instead of being the best ever conducted In the
South. If the three grand prizes had been omitted, the returns would have been about right for the balance of
the prizes offered, It therefore behooves every contestant to work now as never before. The opportunity Is hen
and all that Is required of you to win the home Is to work harder than any sf'the others are doing. If you only
knew you could realise better what hard work would accomplish.
