poultry you must cultivate this trick, to

at all times. Just a small thing over
looked or neglected may grow into
something serious and spoil your cal
culations. A successful chicken man
has to be on the lookout for anything
or everything that may show up. and
be ready to head it off. Some people
aeem to imagine after they have been
tn the business a few’ months and have
read the journals, that they can handle
* flock of fowls successfully, relying to
a great extent on the experience of
others. There is so much said in the
journals about the detail and expe
rience of others that it seems there Is
nothing left untold that the beginner
would want to know, but after devour
ing all that has been written on the
subject they will find out later that
they are not fully posted In everything
pertaining to running an up-to-date
ranch. It requires practical experience
in order to handle even a small flock
of poultry and make a profit out of the
business The person who goes Into
the poultry business on a large scale
with limited experience will make a
bad job out of itsure. People can not
learn all about poultry from reading
journals and books, neither can they
learn all unless they rend the poultry
papers.

Notice is hereby given that at the next
session of the general assembly of the
state of Georgia, and after publication of
this notice for 30 days, a bill will be in
troduced in the legislature, having the
following caption, to-wit:
An act to create a new charter for the
city of East Point, in the county of Ful
ton, and to reincorporate said city and
define its territorial limits; to continue in
operation, confirm and consolidate all acts
heretofore passed incorporating said city
and amending the charter thereof; to
provide that all ordinances, rules, regula
tions and resolutions of said city now in
force, not in conflict with this act. be
preserved and continued of force and valid
and binding until the same are repealed
or amended by the mayor and board of
aidermen of said city; to declare and con
solidate the rights and powers of said in
corporation; to prescribe the rights and
powers, duties and liabilities and qualifi
cations of all officers and the manner of
their election and removal from office;
to provide for the retention in office of the
present officers of said city until the elec
tions provided for in this charter are held;
to provide the manner and time for all
elections in said city; to provide for the
qualification of all electors or voters
therein, and for the registration of the
same; to provide for a recorder’s court
and the trial and punishment therein of
all offenders against the laws of said city
and the manner of appeal therefrom; to
provide for ’a city chaingang and the
working of prisoners therein; to provide
for a fire department, a board of health,
a water and light commission, a police
department and to prescribe the rights,
powers, duties and liabilities of the same;
to authorize the mayor and board of ai

of waterworks and sewers and electric
light plant; to authorize said city to bor
row money and issue bonds and other
evidence of debt for public purposes; to
provide for public parks and cemeteries;
to provide for streets, avenues, lanes,
alleys, sidewalks and crossings and for
the laying out, opening, grading, work
ing and paving of the same; to provide
for the assessment, levy and collection of
an ad valorem tax on all property, real
and personal, for general purposes and
for paying the principal and interest on
the bonded debt of the city; to authorize
the assessment and collection of a tax
for working the streets of said city; to
authorize the taxation and license of all
kinds of business. trades, professions,
shows, exhibitions and entertainments in
said city; to provide for the maintenance
and supervision of the public schools of
said city; to provide for the maintenance
of a public library; to provide for the
abatement of nuisances; to provide the
sale of all intoxicating liquors in said
city; to prohibit the keeping or storing
for illegal purposes of all intoxicating
liquors; to provide for search for the same
and the seizure and destruction thereof,
and the punishment of the offenders; to
grant encroachment on the streets; to
force the connection of all closets, etc.,
with the sanitary sewers; to provide pen
alties for failure to do so. and regulate
the manner in which the city shall direct
that the work be done; to provide for all
matters and things necessary, proper or
incident to municipal corporations; to
continue in force and as obligations of
said city, all outstanding bonds and other
legal obligations of said city; and for
other purposes.
