Walter P. Andrews To Be Can
didate at Portland for Grand
Exalted Ruler.
When the Atlanta delegation of Elks
which leaves tomorrow, arrives in Port
land to attend the national convention
Walter B. Andevvs will be immediately
placed in the race for the greatest hon
or the lodge can bestow on a member.
His friends are planning to have him
elected grand exalted ruler of the na
tional organization at the national con
vention in 1913.
Mr. Andrews is a member of the ju
diciary committee of the national or
ganization and past exalted ruler of the
Atlanta lodge, and extensive plans are
under way to bring about his election
to the higher office.
The party of nearly SO persons will
leave Atlanta tomorrow morning at 6:55
o'clock in a special car over the Louis
ville and Nashville railroad, and will
" be accompanied by H. H. Milner, of the
passenger department, as far as Chi
cago. He has arranged for a com
fortable trip. They will arrive in
Portland in time for the- opening of
the convention. July 8. and will remain
there until it closes, July 17.

WASHINGTON, June 29.—The su
preme court of the District of Colum
bia holds that a retailer may sell a,
safety razor at any price he chooses,
notwithstanding any stipulations to the
contrary by the manufacturer. The
case probably will go to the supreme
court of the United States.

the firm will leave for St. Louis. Chi

on both sides were ready when tin
judge made his announcement.

will, totally oblivious of the fact that
he halted the mills of justice.

W. C. Campbell Insists Former
Prison Inspector Took $585
to Obtain a Pardon.
W. C. Campbell, former prisoner, to
day renewed his charges against H. C.
Tuggle, former pt Ison inspector. In
sisting Tuggle obtained $595 from him.
Tuggle had branded Campbell ns a per
jurer. Campbell goes further and
charges that Tuggle “bled” various
other prisoners and their relatives on
the plea that he would obtain pardons
for those who paid him money.
Campbell's former charges against
Tuggle were embraced In a warrant,
in which he alleged Tuggle had prom
ised to have ex-Governor Joseph 'M.
Terrell give Campbell his freedom In
return for $595 given Tuggle by toe
prisoner. Campbell showed he had not
been pardoned, though he had paid
over the money, and that 'Higgle had
not been given any promise of aid by
ex-Governor Terrell. Tuggle was bound
over to stand trial before the state
courts next September.
Campbell today alleges Tuggle got
S2OO from L. L. Thurmond, a prisoner,
and would have obtained SSOO more
from Thurmond’s father had not an at
torney interfered. He alleges Tuggle
received SIOO from another prisoner
besides asking and receiving several
coops of chickens. He says he has evi
dence to support his charges and that
he will produce It at the Septembct
term of court.

GIRL GETS A MILLION

NEW York. June 29.—Under the
terms of the 'll of Mrs. Caroline F.
Butterfield, filed today, her grand
daughter, Miss Dorothea Ballard Smith,
will not come into a fortune estimated
to be more than $1,000,000. unless she
abides by certain restrictions relating
to her fortune as a married woman.
Miss Smith may not marry any man to
whom four of the five trustees object.
Mentioned In the will arc three broth
ers and Miss Smith is prohibited from
marrying any of them.
This restriction it is said, was due
to a bitterness of feeling between Mrs
Butterfield and the mother of the three
brothers. Nor may Mis- Smith enter
into a hasty marriage, but must con- ■
suit her mother on having matrimony I
in prospect.
Mrs. Butterfield's will sets forth that 1
she feared the fortune might get into;
the possession of “designing and Incom - j
petent persons."
