to the court:
first That they desire for themselves,
their associates, successors and assigns,
to be incorporated and made a body poli
tic under the name and style of the Tal
lulah Falls Conservation and Parking As
sociation for the period of twenty years
with 'lie privilege of having their charter
renewed at the expiration of that time, as
provided by law.
Second. The business of the proposed
corporation is purely educational, patri
otic and philanthropic, the same being
to preserve the falls in Tallulah river,
known as Tallulah Falls, from being de
stroyed bv any corporation or persons
whatsoever; to prevent the land and scen
erv on and near the Tallulah river in Hab
ersham and Rabun counties, Georgia, from
being injured, damaged or destroyed by
the erection of dams, power plants, or
ail) other works, structures, or building
whatsoever.
To furnish attorneys and counselors-at
law at the expense of the said Tallulah
Falls Conservation and Parking Associa
tion to the state of Georgia for the pur
pose ..f conducting a suit to recover the
lands at Tallulah Falls between the brink
of the gorge of Tallulah river and Tal
lulah river along lots 183, It and 12, in
Rabun county, Georgia, and lot 193 in the
Thirteenth district of Habersham county,
Georgia; in connection with said suit to
enjoin all persons, corporations, or firms
whatsoever from trespassing on. or in
juring. damaging, or destroying said
lands. To furnish lawyers as aforesaid
for the purpose of conducting suit to re
cover any other land in said counties of
Habersham and Rabun to which the state
of Georgia may have legal title, or which
the duly constituted authorities of the
state of Georgia will authorize the said
Tallulah Falls Conservation and Parking
Association to enter suit to recover; to
preserve said Tallulah Falls and the
scenery on and near the Tallulah river
for the education, enlightenment and ben
efit of the present and all future genera
tions: to erect on said property, with the

buildings, structures, or places of amuse
ment as are usually erected in or near
state and national parks; to have the
said land at Tallulah made into a state
or national park, and to erect any buiid

Women Attacked in Wild Orgy
of Troops in Wisconsin, Say
Witnesses.
.CHICAGO, July 26, — Military experts
who went to Camp Douglas, Wisconsin,
to observe the maneuvers there for
which congress appropriated $1,350,000
have returned to Chicago and charge
that the soldiers have engaged in a
drunken orgy until they are unfit to
carry on the war game. Women who
were in Douglas, arriving in Chicago,
made a similar charge today and fur
ther asserted that the soldiers have in
sulted women promiscuously and that
an unaccompanied woman on the
streets of the little XX'lsconsin town was
not safe at night.
The United States army headquar
ters officers heard the story today and
wires to the military camp were kept
hot. The troops are divided into two
commands—the “Reds” and the “Blues.”
The 'Red" army, commanded by Gen
eral Halt, of St. Paul, was fifteen miles

Young Girl Attacked,
One story told here was that a young
girl in a hysterical condition was found
in the railway station at Douglas. She
told women who found her there that 1
she had started to the station to go to
her home at Tomah, Wis, and that sol
diers had attacked her while officers
made no attempt to protect her.
One story told by a returning visitor
from the maneuvers follows:
“The town of Douglas was captured
by men from the ‘Rlue’ army, com
posed of the Third Wisconsin and Third
Illinois National Guard, Third squad
ron of the Fifteenth cavalry, Battery A
of Wisconsin artillery, and one-half an
ambulance company from Fort Leaven
worth, Kans.
"The saloons of the town filled quick
ly and within three hours the orgy was
on in full blast. Soldiers took posses
sion of the streets and hurled insults
at women. Fights and brawls started
and soldiers lay in a drunken stupor on
the sidewalks or reeled and fell In the
gutters.”
According to this man's story,
the soldiers were incapacitated from
proceeding with the maneuvers.

'WASHINGTON, July 26.—Interest In
the Elkins-Hitt romance, which has oc.
cupied the attention of Europe and the
United States for several years, has
again become most active in XX’ashlng
ton society following the receipt of
news here that William Hitt, of Wash,
ington and Illinois, has purchased a
tract of land in the prettiest part of
Virginia, almost adjoining the coun
try estate of Katherine Elkins, daugh
ter of the late Senator Elkins, of West
Virginia.
It is freely reported in Washington
that "Billy” Hitt, as he is popularly
known, has at last won the hand of
Miss Elkins, for which he campaigned
so long against the Due D’Abruzzi, and
that the two estates will soon be con
solidated.

EAST ST. LOUIS, ILL., July 26.—An
abundance of green stuff in the mar
ket Induced Mrs. James Solomon to
lay in an exceptionally large supply.
Her husband keeps a cow in the back
yard. Bossy caught the sweet smell
of the vegetables as the grocer’s boy
passed through her "reservation” and
tiled to stampede him, but the green
stuff was safely deposited on Mrs. Sol.
omon's kitchen table on the third floor.
When Mrs. Solomon went to the
kitchen yesterday the vegetables were
gone and Bossy stood In the center
of the room, "monarchess” of ail sb»
surveyed—a desert waste. Neighbors
were called, the cow was roped, a wide
window was removed and she was low
ered by a block and tackle.
COW LANDS A PICKEREL;
IS CAUGHT IN HER TAIL
MONTICELLO, N. Y„ July 26*—Seth
Pelton, who has a boarding house at
Sackett Lake, is showing his visitors
a live pickerel, which became his prop
erty through a freak performance of
the fish itself.
Pelton drove his cows down to the
lake and while they were drinking and
wailing about a hungry pickerel jumped
from the water at a fly on the flank of
one of the cows. The teeth of the fish
became entangled in the cow’s tail and
the frightened animal did not stop run
ning until she had landed the pickerel
on dry ground. Pelton took home the
flesh, weighing more than three pounds,
where it is on exhibition in a big wash
boiler.

LIGHTNING KILLS NEGRO.
RIX’ERDALE, GA., July 26.—During a
thunder storm at Selina, two miles south
of Riverdale, Bud Smith, a negro, and a
mule with which he was plowing, were
struck by lightning and killed yesterday
