Submitting a proposed amendment to
the constitution of the state of Georgia,
to be voted on at the general state elec
tion to be held on Wednesday, October 2,
1912. said amendment relating to the bor
rowing power of the governor

STATE OF GEORGIA —Executive De
partment.
I Atlanta, July 29, 1912.
Whereas, the general assembly at its
session in 1911 proposed an amendment
to the constitution of this Htate as set
forth m an act approved August 19, 1911,
to-wit
An act proposing an amendment to the
third section of the seventh article of the
constitution by striking therefrom the
words "casual deficiencies of revenue”
and substituting therefor the words "such
temporary deficit as may exist in the
treasury in any year from necessary de
lay In collecting the taxes of the year;”
and by striking the words "two aundred
thousand dollars" and substituting in lieu
thereof “five hundred thousand dollars,
and any loan made for this purpose shall
be repaid out vs the taxes levied for the
year in which the loan is made.”
Section 1. Be it enacted by the general
assembly, that It shall be and Is hereby
proposed to amend the constitution of
Georgia In the third section of the sev
enth article so as to strike from para
graph one the words "casual deficiencies
of revenue” and substituting in lieu there
of the words, "such temporary deficit as
may exist in the treasury In any year
from necessary delay in collecting the
taxes of that year,” and by further strik
ing from said section the words "two
hundred thousand dollars ' and substitut
Ing in Men thereof, ’’five hundred thou
sand dollars, and any loan made for this
purpose shall be repaid out of the taxes
.evied for the year in which the loan is
made, so that the first paragraph of

follows: “No debt shall be contrat ted by

whenever the above proposed amendment
to the constitution shall be agreed to by

the above proposed amendment shall be
submitted for ratification or rejection to
tbe electors of this state at the next gen
eral election to be held after publication,
as provided In the second section of this
act tn the several election districts of this
state, at which election every person shall
be qualified to vote who is entitled to vote
for members of the general assembly All
persons voting at said election tn favor
of adopting the proposed amendment to
the constitution shall have written or
printed on their ballots the words, “for
amendment to constitution authorizing
temporary loans,” and all persona opposed
to the adoption of said amendment shall
have wr^ten or printed on their ballots

Section 4 Be it further enacted, That

pealed.

I continin'd with the Light Brahmas and Barred Rocks for a
number of years, finally dropping the Brahmas and taking up
the Wyand'ottes ■•ailed Silver Wyandottes since
| the advent of the numerous sub-varieties. The
■ j Silver Wyandottes could not fill the place va
I rated by the Brahmas from the thoroughbred
■ standpoint. Xot by a whole lot. but they made
j fit companions for the Rocks, in that they were
now and crude in their make up.
They gave the breeder all the work he was
looking for to produce even a small per cent of
good specimens. Many came with single
combs, others with stubs of feathers upon the
shanks. Some almost black in breast color and j
void of lacing. The type was anything but
fixed. They came almost all shapes and sizes.
Right there is where the fun came in: To
get a. few really nice specimens was a great
pleasure, and the careful breeder who suc
ceeded but in a measure would stick a pin
there, aiming to hold to what he got. and do it one better the
next season.
While the Barred Rocks were
not as new as the Wyandottes
yet they were just about as much
trouble.
I made it a point when in the
business at that time so exhibit.
And I went at it each season
with a determination to see what
I could get out of it.
I exhibited at all the adjoining coun
ty fairs within reach and winter poul
try shows of the same class, local. Then
I would take In about one good state
show I did not win on everything 1
took, not by a Jug full, but I think I
got my share of prizes, and I got what
was perhaps more beneficial than the
prizes. 1 found out where I stood as to
quality of stock with the other breed
ers of my time.
H»w Shows Help.
I found out where my stock was In
ferior to others, and proceeded to rem
edy it the next season. If I did not
have the necessary breeders to do up
the Job as I thought It should be done I
would try to pick up a good breeding
fowl or two that would help me out.
I stood around the show room and
listened to the older heads, like Pierce,
Felch, Bicknell and Ball, discuss mat
ters of breeding and exhibiting In order
to be successful, and I tell you I looked
and listened with my mouth and ears
open, that I might catch it one way or
the other.
Practical Helps.
I made it a point to jump 1n and
help the judge handle birds whenever
there was need of such help In his
work. I picked up many a pointer that
was of value to me In later years.

Points of comment upon certain faulty
specimens, much of which J remember
word for w'ord to this day. This was
all of the most intense interest to me
and went a long way toward clinching
the matter of life work for me.
Much of the paraphernalia of those
shows was crude and commonplace
compared with the equipment of our
present day city exhibitions, with their
uniform, cooping and manner of ar
rangement.
Each exhibitor was required, or re
quested, rather, to provide himself with
show coops. Sometimes they failed and
their stock was set up in improvised
coops made out of their shipping coops
Such coops, of course, did not add vety
materially to the general appearance of
the show. Show room regulations gen
erally specified that exhibitors should
furnish their own coops, to be of the
following dimensions: Two and one
half feet square by two feet high: pen
coops two and one-half by four. This
rule tended to uniformity in a gieat
measure, although many breeders man
ufactured their coops of a size to suit
the lumber they happened to have on
hand at the time. At the fairs most of
the prizes were given on pairs and
sometimes trios, but rarely on pens.
Old and young stock was for years
shown tn competition with each other.
I was one of a few who made a hard
fight to have this feature cut out, and
have separate classes for old and
young, for as every one knows who has
had any experience In the business, it
is almost as unfair as to show a mule
against a horse, particularly in the
early fall when conditions are so en
tirely different and the old stock are
moulting and the young ones not fully
matured
