LONDON, Nov. 16. All negotiations
between Turkey and the Balkan league |
have been broken off, according to a
dispatch received front Constantinople
today by a prominent member of the
diplomatic corps In this city, ft gives I
no details, but intimates that Turke,’,
rejected the conditions set forth by
Bulgaria and her allies as the prelimi- I
nary to the end of hostilities.

CONSTANTINOPIJS, Nov. 16.
There are at least 10,000 eases of chol
era in and around Constantinople to
day, The pestilence is scourging the
army and the refugees who continue to

Although fears of an anti-Christian
outbreak have died out considerably
since the Mohammedans failed to re
spond to the exhortations of the fanat
ics and priests, the governments have
taken steps to protect foreigners by al

and hotels for the refugees. Small
spaces are reserved for religious cere
monies.
In the northern s üburbs the sound of
booming cannon can be heard all day

Fifty thousand Turks and Bulgarians
have been killed or wounded in the
fighting along the I'hatalja lines out
side of Constantinople, according to
advices received here ioday, and the
battle still is raging.

CAROLINA FEUD
ANDERSON. S. <’., Nov. 16.—Victor
B. Cheshire, .one of the most prominent
newspaper editors in the state and
member of the governor’s staff, war
dangerously wounded In a shooting af
fray here today, growing out*of an old
feud. Four bullets took effect, but this
afternoon he is expected to recover.
One of the bullets penetrated the abdo
men. He, was shot by W. J. Muldrow. |
a former magistrate.
A few months ago Muldrow and an
other man went to‘the newspaper of
fice of Colonel Cheshire, who claims
tiiat while one held a gun on him the
other beat him over the head. The
fight was the result of a critical news
paper article. The grand jury threw
out the indictment charges against the
two men.
Today, according to report, Colonel
Cheshire and his brother, Richard, mot
Muldrow. Th.- three became involved
iii'a pistol battle. At least fourteen
shots were exchanged. Besides .Colo
nel Cheshire being shot four times, al
bystander, who was seeking to make
peace, was shot through the arm.

With the investigating committee of
the city council agreed on a report ex
onerating Dr. S W. Merritt, superin
tendent of the Battle Hill tuberculosis
sanitarium, of the charges of misman
agement, Dr. Claude A. Smith, Dr. J.
P. Kennedy and Aiderman F. J. Sprat
ling. the committee in charge of the
institution, planned today to give a
barbecue to the officers of the Anti-
Tuberculosis sanitarium and the mem
bers of the city council on the sani
tarium grounds. They have many fine
chickens, fat hogs and other farm prod
ucts out there and they want all the
officials interested in the work to be
thoroughly familiar with what is being
done.
ith the conclusions of the criticisms
of outsiders, the officials in charge have
begun to criticise their own institution
They say there are many features that
should be improved, and they want all
the members of council out at one time
to impress upon them the things that
should be provided for in next year’s
budget.
The investigating committee will
make its report to the council Monday.
It will recommend a closer co-opera
tion between the institution officials
and the Anti-Tuberculosis association.
After that the heads of the institu
tion will announce the date of the bar
becue.

FAVORED DESPITE
TURNER’S PROTEST
Despite the recommendation of City
Electrician R. C. Turner that the bid of
the Georgia Railway and Power Com
pany for the city's street lighting is too
high, the electric lights committee of
council has recommended its accept
ance.
At the meeting yesterday afternoon
Councilman Claude C. Mason intimated
that he would fight the contract on the
grounds that the suspended arc lights
in the White Way district should be
cut out until 12 o’clock at night. These
lights cost SSO each per year.
T.ie bid is for a five-year contract.
SEEKS $15,000 DAMAGES.
BRUNSWICK, GA., Nov. 16.—A dam
age suit for $15,000 has been filed in
Glynn superior court against the Sea
board Air Line and the receivers of the
Atlanta, Birmingham and Atlantic rail
road by George M. Harrell, of this city.
The claim Is made that he was injured
for life by the negligence of the roads.
