LAWS PROPOSED
Congressman Levy Offers Bill
to Congress Providing for
Money Elasticity.
r WASHINGTON. Dec. 12. Proposing
numerous changes In the national hanking
Ikws, Representative Levy, of New York,
introduced a bill In the house today, the
principal sections of which are;
Permitting national banks to loin 20
per cent of their capital and surplus on
real estate security, which Is now forbid
den.
Requiring the secretary of the treasury
to deposit redundant funds in the treas
ury In excess of *30,000,000 with the vari
ous national hanks which furnish satis
factory Security and providing that the
interest i>bM thereon shall be fixed by
competitive blds.
Allowing banka to Issue circulation
notes against assets to the extent of one
half of capital by requiring that 60 per
cent of Issue to he maintained in gold
coin as a legal reserve, of which one-half
must be deposited with the treasury.
Prohibiting the practice .of allowing
country banks to count their debt bal
ances against banks in reserve cities as
a part of their legal reserve.
Allowing the treasury of the United
States to transfer funds from - place td
place without charge and requiring banks
to do likewise; so as to produce Uniform
ity in bank deposits.
The bill also provides that the blinks
with *5,000,000 capital may establish for
eign branches to facilitate trade with
other countries The first sections of the
bill provide Interchangeable bonds with
currency certificates’to give elasticity to
loss in disposing of 2 per cent bonds.
ELK, ON GRAND JURY,
REFUSES TO DIVULGE
LOCKER CLUB PLANS
MACON, GA., Dec. 12.—A unique in
cident occurred In the grand jury room
when Chester W. Jones, a member of
the grand jury, and an Elk. was asked
to testify as to the operation of a
locker club by the local lodge of Elka.
He declined to testify, first, on the
I ground that he was a member of the
grand jury, and secondly, that lie would
be divulging secrets of his lodge. H<-
and other members of the grand Jury
who are Elks wore then excused from
service during the course of the in
quiry.
Judge W. H. Felton, president of the
Macon Railway and Light Company,
who was summoned, censured the grand
jury in person for making him a wit
ness. He said he had never been In a
locker club, and that that fact was gen
erally known.
5 KILLED WHEN COAL
TRAIN RUNS AWAY;
INTO DITCH AT CURVE
JOHNSTOWN. PA.. Dee. 12. Five
men are reported killed and lour in
jured in a wreck of a 50-car coal train
at Glencoe, on the Pittsburg division
of the Baltimore and Ohio railroad
south of here early today. The train,
drawn by two engines, ran away on the
grade just east of Sand Patch tunnel,
where the railroad crosses the main
ridge of the' Alleghenies. It kept the
track for ten miles, but at the Glencoe
curve finally plunged off. and the entire
train piled In a heap. All the cars were
loaded with coal bound for the docks at
Baltimore. The wreck Is the worst
ever seen by railroad men in this vi
cinity. The body of one man has been
recovered.

Judge Andrew Calhoun has over
turned a time-honored city court tradi
tion In handing Lem Rone, Atlanta
gambler, a 11,000 fine or twelve months
in jail, for participating in a crap game
at 166 1-2 Peachtree street on last Sat
urday night. Six men caught in the
same raid will be arraigned goon before
the city court jurist.
Judge Calhoun’s heavy dealing with
Bone came as a distinct surprise. Tin
customary fine in city court for gaming
is SSO. and Bone expected to draw
dowh the usual sentence. Tin- man
immediately retained John Y Smith,
obtained his release on a $1,200 bond
and announced that he would carry the
case to highest courts.

WASHINGTON. Dec. 12.—Thirty-three

adopted a resolution authorizing a ‘
mittee of five to investigate and decide ■
the action to be taken on the civil ap- il
pointments made by President Taft.
Senator Martin, of Virginia, was ap
pointed chairman of the committee, and)
he appointed an associate members Senu- |
tor Smith, of Georgia; Senator Clarke, of
Arkansas; Senator Stone, of Missouri,
and Senator Owen, of Oklahoma
By this action the Democrats have
taker, the power of confirmation from the
judiciary committee Army, naw and
diplomatic appointments w ill be permitted

LIE TO REPUBLICAN

WASHINGTON. Dec. 12. The lie was i
passed in the house today wltei Re pre-I
ser.tative A. Mitchell Palmer, a Pennsyl
vania Democrat, denounced as a “will-;
ful, deliberate and malicious falsehood,"
the statement of Representative Farr, a
Pennsylvania Republican, that the Del
aware, Lackawanna and Western rail
road, at th-- solicitation of Palmer, had
coerced its Mbpfoyees tn vote for him at
the recent election.
Palmer demanded htat Farr produce
proof of his charge or make a public apol
ogy.
SHELTERING ARMS
NOT TO BE USED AS
DETENTION HOME
The. Sheltering Arms building at
Walton and Marietta streets will not
be used as a detention home for chil
dren court prisoners. Those in charge
of the building notified Probation Of
ficer Tindall today that the building
would not be ready for county occu
pancy for four months and the rental
would be $l5O a month.
The county commission recently au
thorized the juvenile court officials to
rent the place for SIOO a month, fol
lowing a grand jury's criticism of the
conditions at the Central avenue home.
Negotiations had been under way with
this understanding, but the figures of
Ihe Sheltering Arms people proved un
sattsf ictory.
Probation officer Tindall said today
the, commissioners would have to be
come reconciled to the idea of building
a home suitable to the needs of juvenile
delinquents.
