4 CHANGES IN BANK LAWS PROPOSED Congressman Levy Offers Bill to Congress Providing for Money Elasticity. Washington, r*c. 12. Proposing numerous changes in the national banking tews, Representative I-rf-vy. of New York, Introduced a bill in the house today, the principal sections of which are: Permitting national banks to loan 20 per cent of their capital anti surplus on real estate security, which is now forbid den. Requiring the secretary of the treasury to deposit redundant funds in the treas ury in excess of $30,000,000 with the vari ous national banks Which furnish satis factory security and providing that the interest [>ald thereon shall be fixed by competitive blds Allowing banks to issue circulation notes against assets to the extent of one half of capital by requiring that 50 per cent of Issue to be maintained in gold coin as a legal reserve, of which one-half must he deposited with the treasury. Prohibiting the practice of allowing country banks to count their debt bal ances against hanks In reserve cities as a part of their legal reserve. Allowing the treasury of the I’nlted States to transfer funds from place to place without charge and requiring banks to do likewise: so as to produce uniform ity in bank deposits. The bill also provides that the banks with 36,000.000 capital may establish for eign branches to facilitate trade with other countries. The tirst sections of the bill provide intelfbhangeable bonds with currency certificates to give elasticity to loss in disposing of 2 per cent bonds. ELK, ON GRAND JURY, REFUSES TO DIVULGE LOCKER CLUB PL ANS MACON, GA.. Dec. 12.—A unique in cident occurred in the grand jury room when Chester W. Jones, a member of the grand jury, and an Elk. was linked to testify as to the operation of a locker club by the local lodge of Elka. He declined to testify, first, on the ground that he was a member of the grand Jury, and secondly, that lie would be divulging secrets of his lodge. He and other members of the grand Jury who are Elks were then excused from service during the course of the in quiry. Judge W. H. Felton, president of the Macon Railway and Light Company, who was summoned, censured the grand jury in iterson for making him a wit ness. He said lie had never been in u locker club, and that that fact wa* gen erally known. 5 KILLED WHEN COAL TRAIN RUNS AWAY; INTO DITCH AT CURVE JOHNSTOWN. PA., Dec. 12.—Five men are reported killed and four in jured in a wreck of a 50-car coal train at Glencoe, on the Pittsburg division of the Baltimore and Ohio railroad south of here early today. The train, drawn by two engines, ran away on the grade just east of Sand Patch tunnel, where the railroad crosses the main ridge of the Alleghenies. It kept the track fer ten miles, but at the Glencoe curve finally plunged off. and the entire train piled in a heap. All tlie ears were loaded with coal bound for the docks at Baltimore. The wreck is the worst ever seen by railroad men in tills vi cinity. The body of one man has been recovered. LEM BONE, ROLLER OF BONES, ROLLED FOR FINE OF SI,OOO Judge Andrew Calhoun has over turned a time-honored city court tradi tion in handing Lem Bone, Atlanta gambler, a SI,OOO fine or twelve months in jail, for participating In a crap game at 16b 1-2 Peachtree street on last Sat urday night. Six men caught in the same raid will be arraigned soon before the city court jurist. Judge Calhoun's heavy dealing with Bone came as a distinct surprise. The customary fine In city court fer gaming is SSO. and Bone expected to draw down the usual sentence. Th< man immediately retained John Y. Thirty-three Democratic senators in conference today adopted a resolution authorizing a com rniltee of five to Investigate and decide the action to be taken on the civil ap pointments made by President Taft. Senator Martin, of 1 irginia, was ap pointed chairman of the committee, and j be appointed as associate members Sena tor Smith, of Georgia; Senator Clarke, of Arkansas; Senator Stone, of Missouri, ) and Senator Owen, of Oklahoma. SHELTERING ARMS NOT TO BE USED AS DETENTION HOME The Sheltering \rtns building at Walton and Marietta streets will not be used as a detention home for chil dren court prisoners. Those in charge of the building notified Probation Of ficer Tindall today that tile building would not be ready for county occu pancy for four months and the rental would be $l5O a month. The county commission recently au thorized the juvenile court officials to rent the place for SIOO a month, fol lowing a grand jury's criticism of the conditions at the Central avenue heme. Negotiations had been under way with this understanding, but the figures of the Sheltering Arms people proved un satisfactory.
