Some of the members of council are
discouraged by the task of trying to re
organize the construction department.
Improvement Expected.
They say that the operation of the
department is the duty of Chief of
Construction Clayton and that if he
does not care to run the department on
n systematic plan council hasn’t suffi
cient authority in the matter.
But tlie members of the special com
mittee expect a marked improvement in
the work of the department next year.
Council has the right to approve or dis
approve the appointments of all subor
dinates in the department.
Alderman James R. Nutting suggest
ed that the chairman of the streets I
committee be paid a special salary.

TORTURES IN SCHOOL
RELATED BY A MOTHER
COLUMBUS, OHIO, Dec. 12.—A story
of cruelty, horrifying in its details, will
be told Governor Harmon by a Bellaire
woman who has a son at the Lancaster
Reform school, according to the wom
ans lawyer, who came here in the wom
an's behalf. She declared she would go
over the head of the state board of ad
ministration and file charges against
the instituion’s management with the
governor She promised to tell of a
child whose back was lashed and gash
ed with an instrument of torture until
it was a mass of dried and clotted
blood; of young boys who after a few’
hours' “treatment” in the correctional
cottage, staggered away unable to walk
straight, and of filthy food fed the in
mates.

lionaires for a tract of 6,000 acres ad
joining the city“on the southwest be
longing to the Los Angeles Investment
Company. The syndicate includes An
drew Carnegie, H. C. Frick. E. H. Gary
and Charles M. Schwab. It is planned
to develop the property as a great pri
vate residential park of exclusive char
acter. The negotiations have been on
several months. Three thousand per
arte, the price fixed by the owners, has
finally beet met and the deal will un
doubtedly be closed.

Diplomats Celebrate in Honor
of Son of Secretary of the
Paris Legation.
PARIS, Dec. 13.—Not since the time be
yond which memory does not extend
have there been such harmless high jinks
and hearty congratulations at the Ameri- |
can embassy because of the birth of a son !
to Mrs. Warren D. Robbins, wife of third i
secretary of the embassy. Although Mr. ■
Robbins has been here not quite two |
years, he and Mrs. Robbins are very pop- I
ular in society, which fact would not, I
however, explain the official jollification I
since the appearance on this planet of
“Baby Edward.”
Behind the celebration is the sterling I
fact that Edward is the first embassy I
baby ever born here. At least, venerable
Henri A ignaud, who took part in the |
celebration and whose memory of the
embassy covers more than half a century,
can not recall a similar event.
When the baby was born a certain of
ficial formality had to be preserved to
prevent his being a Frenchman. In other
words, he had to be inscribed at the em
bassy, which is, of course, American ter
ritory. The master of ceremonies on this
occasion was Major Bentley Mott, the
military attache who has the reputation
of being the most fashionable bachelor in
Paris. He was ably sustained by Secre
tary Bliss and Naval Attache Hough.
JERSEY MAN GIVES WIFE
JUST SSO OUT OF $60,000
WESTVILLE, N. J., Dec. 13.—The
will of Henry Albright, probated today,
gives his wife SSO out of an estate of
$60,000, saying she had had enough cash
from him in past years.
He also left instructions that his fu
neral must cost less than SIOO.
Albright came to this place from
Germany a poor boy. and accumulated a
fortune in real estate dealings.
