Councilman ’•har'.es W. Smith, the chairman, said , the report would be submitted to council Monday, urging the following changes: That there should be an inspector, aadrted as an expert. In charge of all construction inspections. That there should be an assistant cili ef of construction in charge of all routine work in the office. ‘•Kick” Bureau Urged. That there should be a complaint and information bureau. That the chief of construction should ha v more authority over contractors; more stringent bonds should be required, and that every contractor should be forced to live up to the speci fixations. 9 That convicts and stone should be transported by trolley cars instead of by wagons. Some of the members of council are discouraged by the task of trying to re organize the construction department. Improvement Expected. They say that the operation of the department is the duty of Chief of Construction Clayton and that if he does not care to run the department on a systematic plan council hasn’t suffl , lent authority in the matter. But the members of the special com mittee expect a marked improvement in the work of the department next year. Council has the right to approve or dis approve the appointments of all subor dinates in the department. Aiderman James R. Nutting suggest ed that the chairman of the streets committee be paid a special salary. The report of the municipal expert on this department has not been received. EMBASSY Diplomats Celebrate in Honor of Son of Secretary of the Paris Legation. PARIS, Dec. 13.—Not since the time be yond which memory does not extend have there been such harmless high jinks and hearty congratulations at the Ameri can embassy because of the birth of a son to Mrs. Warren D. Robbins, wife of third secretary of the embassy. Although Mr. Robbins has been here not quite two years, he and Mrs. Robbins are very pop ular in society, which fact would not, however, explain the official jollification since the appearance on this planet of "Baby Edward.” Behind the celebration is the sterling fact that Edward is the first embassy baby ever bora here. At least, venerable Henri Vignaud, who took part in the celebration and whose memory of the embassy covers more than half a century, can not recall a similar event. When the baby was born a certain of ficial formality had to be preserved to prevent his being a Frenchman. In other words, he had to be inscribed at the em bassy, which is, of course, American ter ritory. The master of ceremonies on this occasion was Major Be»tley Mott, the military attache who has the reputation of being the most fashionable bachelor in Paris.
