No. 21 West No Key to Woman’s Mind, Says Alienist WASHINGTON, July 21.—Dr. B. R Logie, Government alienist for the District of Columbia, came right out in a courtroom and said: “All the ordinary tests fail. No one on earth has ever been able to solve the psychology of the feminine mind.” Dr. Logie was a witness in the legal battle between Mrs. Emma Prill’ Knorr and Mrs Elizabeth C. Prali, Kisters-ln-law, who have been in con troversy for ten years over a large estate. arc divided on the subject. The bill has had a stormy career since its purpose was discovered. It aroused little debate in the Educa tional Committee of the Senate, and was reported out favorably. As soon as its text became known, however, a delegation of clergymen visited the committee and started the agitation. Dr. <\ W. Daniel of the First Bap tist Church, Dr. H. M. DuBose of the First Methodist Church and Dr. Dun bar Ogden of the Central Presbyte rian Church, favor passage of the measure which lias been recommitted to the consideration of the committee. Dr. John E. White, of the Second Bap- •ist Church, preached in opposition. Objects to Making Bible Bludgeon. Dr. White protested against “mak- Robert H. Brown, Murphy, N. C. ing Jesus king by force.” He declared the principle of compulsory Bible reading in the schools was the same which Christ Himself rejected near ly 2,000 years ago when the populace sought to take Him and make Him temporal king. “The objection to this bill is not met by eulogies of the Bible,” he said. "It is, rather, that the State, being a political institution, can not. with out violating its fundamental char ter and without exceeding its estab lished function, make the Bible the instrument of compulsion and the weapon of force." Daniel's View Opposite. Dr. Daniel, taking a .stand directly opposite that of Dr. White, asserted that the State was bound to furnish the students of the public schools a knowledge of the Bible because the Bible is the source of all that is best in English literature and has fur nished the moral basis of civiliza tion. Dr. Ogden preached for the bill, but recommended an amendment permit ting children whose parents objected to the reading to be excused while the Bible was being read. Dr. DuBose declared the use of the Bible was just to all sects, and th.at its reading in the public schools was essential to the future of the State and nation. Boulder Pulls Shade On the X-Ray Skirt BOULDER, COLO., July 21— Local officials have ruled that tourists who wear diaphanous gowns must walk on the shady side of the street. SOFIA, July 21.—Suffering defeat after defeat at the hands of its for mer allies and friends, the crowning humiliation coming at the hands of the Turks, who recaptured Adrianople without opposition, the warlike spirit of the Bulgarians has been tamed. With the Roumanian army within a day’s march of Sofia, the Bulgars are ready to accept peace at any price. The retaking of Adrianople by the Turks seems to mark the utter col lapse of Bulgaria’s resistance to the attacks of its former allies and its former enemy. Apparently Bulgaria’s recent crush ing reverses are largely due to dis sensions among its commanders in the field and the lack of confidence on the part of the Government in the heads of its army. From present indications it is like ly that Bulgaria will be shorn of the territory which came to it as the result of the victories over the Turks in the recent war. Already the Sofia Government has offered Roumania an important terri torial concession to cease hostilities. It is likely that the other Balkan States will claim a large share of territory as the fruits of victory. Peace arrangements probably will be made without the assistance of the powers, the Balkan States being in sistent upon settling their dispute without outside interference. — ■— *> Bulgaria’s Foes. ATHENS, July 21.—If Bulgaria ac cepts the preliminary conditions of the other Balkan States, the war in the allied States will be brought to a speedy conclusion. The Greek, Servian and Montene grin Governments to-day informed the Russian representative that thev are ready to negotiate with Bulgaria to end hostilities. Bulgars Willing to Begin Peace Parley. Special Cable to The Atlanta Georgian. SOFIA, July* 21.—The Bulgarian Government to-day officially notified Roumania and the powers that it is willing to conclude peace with the other Balkan States. The Bulgarian delegates have ar rived at Nish, and it is probable that peace negotiations will be begun to day. Protection of the canal, the Presi dent said, is the underlying principle of the Nicaraguan proposal by Sec. rotary of State Bryan as the means for settlement of disputes relative to the canal, and the reason why Nica ragua was selected as the first coun try to be approached In connection with the policy which Is destined to succeed "dollar diplomacy.” The President said the United States desired to render friendly as sistance to all Latin America, and In dicated that the other republics would be approached when negotiations with Nicaragua had been completed. Secretary Bryan's Nicaraguan pol icy Is not Intended for application to ail the Central American republics, but each will be treated with sepa rately. The Platt amendment giving the United States the right to Intervene In all the Latin American countries will be Introduced into all the agree ments with these nations, and the United States will be enabled to ex ercise an army protectorate over all Central America, and the Monroe Doctrine wUl be bolstered In Its weak est part. It is realized that European nations may object to the power of the Unit ed States, but their objections mere ly will be “noted and filed." because the United States believes it is en ; tirely within Its rights In defending the Monroe Doctrine as It sees fit.
