Wisely or foolishly it is woman who controls the spending of the world’s wages. It follows immediately upon this that the art of spending money has become the one in which it is most necessary for the woman to be proficient. Among poorer households this has been carried out to a great extent, but those who work in the tenement districts are well aware of the absurd food bought by women with scarcely enough to live on, food with little nourish ment and a great deal of waste. The woman is not to blame as a wrongdoer, even though she ruin the family thereby; she is merely undertaking a profession for which she is not trained. Perhaps one of the most striking features of this has been the “union label” question. to a hair and studies to save half a cent a pound; the woman, though spending is her profession, has not even the remotest idea how prices are fixed, and pays whatever may be asked by the grocery store or other place whereat she is accustomed to deal. It is a matter of constant comment that the foreigners who come to America amass a larger amount of savings in a short time than do American women whose husbands are receiving the same wages. The excuse advanced generally is that “we wouldn’t live the way those foreigners do!” As a matter of fact, the foreigner usually ap pears to be as well clad and as well fed as his American brother or sister, and has as much fun out of life. The real difference lies in the spending of money. The foreign woman, having a much smaller income in the old world, has learned in a hard market the necessity of careful buying; she has learned her profession as a money spender in the school of experience, and she feeds and clothes her family on one-third of what is supposed necessary by an American home. Amid the cry that is being raised for further opportunities for women, it is sug gested that this is a profession to which almost every jtvoman is already admitted, but she has not prepared herself for it and takes no pride in doing it well. It is as though a doctor entered his profession with- out any medical training and practised as though it were a matter of no importance ! whether his patients got ill or well. The advertising business is built up almost solely on the realization that woman does the buying and that she is readily moved emotionally, and especially easily influenced by an emotion that is often repeated. This is more true of the city and town dweller than of the farmer’s wife, but rural free delivery and publications of vast circulation are becoming effective there. The power of advertising comes out in very direct manner in a bargain sale, where the prospect of lower prices attracts the bargain hunter as a moth to a flame. Yet the bargain hunter is almost invariably actuated by the best motive—that of spending wisely the money placed in her charge by a savage onslaught on a bargain. She wants to spend prudently and wisely, but she is untrained; she does not know what real values are.
