This order was announced after an executive session lasting practically all of Monday. I'nder the law. the maximum penalty is a flue of $.'<,000 against the railroads for each viola tion of a ruling of the commission. The violation in this instance was put forth as being a change in tariff without first submitting the change to the commission for its approval. The railroads named in the order had given notice that after December 17 thev would discontinue inter changeable mileage books. This fol lowed lire Judgment of the Supreme Court upholding the order of the com mission requiring roads to puli mile age on trains. The commission was divided three to two on tire original order, and it is understood that there also was a di vision as to the question of whether the order had been violated.
