Natera’s rebels in the State of Za catecas are moving south toward the the State capital. They now /hold the railway north of Calera. An at tack on the capital of the State is ex pected at any moment. The Government has reported that the Zapatistas who have been active in the suburbs of the capital have de parted for Morelos, but the truth is that they are quite as numerous as ever in the suburbs. Zapata himself is reported to have ventured into the city twice to visit a former sweet heart. Aj passenger train on the Mexican Central Railroad was wrecked at Chintepec station, in the State of Guantajara. The engine and all the cars of the train were overturned. No details concerning the number of killed and injured have been received. The wreck is said to have been caused I by rebels. WASHINGTON Dec 20.—The Navy Department has determined, in view of the importance of the Tam pico situation, to keep all the vessels there which were assigned to the protection of foreigners in that city. The American vessel Chester and tile British cruiser Suffolk, which went to Vera Cruz, have been or dered back to Tampico. What navy officials say privately is that it is not to be expected that the strong forces of the Constitutionalisms which recenly attacked Tampico will give up the struggle, and that on the contrary Tampico, so far as Huerta and his rivals are concerned, is the key of the situation Admiral Fletcher, it is true, report ed, in a dispatch dated 5 o'clock yes terday at Tampico, that conditions were normal. The State Department, however, admits that it has “rumors” of the renewal of the attack on Tam- ■ pico and that these “rumors” are not confined to newspaper reports. The action of the Navy Department in sending back the Chester instead of withdrawing one-half of the ships from Tampico, as intended a day or two ago, shows that another and per haps a more serious situation is to be developed. One of the officials, in fact, said that the world would not tolerate a| repetition at Tampico of what was done by Villa, evidently with tlie ap proval of Carranza, at Chihuahua. Realizing the impossibility of cap turing the country from the rebels, Victoriano Huerta has ordered :he remnants of his army, now at Ojina ga. to begin a campaign of destruc tion that will make the States of Chihuahua and Coahuila untenable for Pancho Villa and his followers. Villages are to be laid waste and farms made desolate. The campaign will be similar to that waged several months ago against Zapata in South ern Mexico. Particular attention is to be paid the Mormon colonies in the vicinity af Casas Grandes. Inez Salazar, the s K-ialist general, has been chosen by Huerta to command the column of destruction that will march against ihe Mormons. Two years ago, during the Orozco -evolution, Salazar destroyed much of the Mormons’ property and forced th m to flee to the United States. Salazar’s orders, as learned here, are to march from Ojinaga to Casas Grandes. sweeping a path twenty miles wide the entire distance. Everything in this path will be de stroyed. No attack will be made on Juarez at the present time, the idea simply being to make the northern portion of the State untenable. Dec. 20.—Felix Diaz to day emphatically denied the report that he is in any wav connected with the reported attempt to organize a new revolution in Northern Mexico under the leadership of Emilio Vas ques Gomez aftd with the aid of Pas- cual Orozco, now commander of the division of the Federal army in Chi huahua. “The report is not true,” said Gen eral Diaz. I have no idea of enter ing inti) any plot to seize the reins of government in Mexico. 1 am for constitutional government and snail abide by constitutional rights. He is trav eling in circles.” General Diaz said he did not think Carranza capable of coping with the situation as he has not been able to control his own force. MEXICO CITY, Dec. 20.— Accord ing to official reports, the rebels at tacking Tampico were repulsed this afternoon, but the fighting was re sumed and continues to-night A fight'to the finish is expected, as it is believed Adiriral Fletcher will not interfere in any way this time, nearly all the foreign residents hav ing been removed by the warships and auxiliaries. Confiscation of the property of men connected with the revolution is con templated by General Huerta, as a means of raising funds. The plan is opposed by Minister of Justice Go- rostieta on legal grounds. Runs on the hanks have been checked by the publication of a threat to have re cruiting officers press into the army either men or women found standing around the banks. The Federal garrison at Guaymas- is reported to be absolutely demor alized. over 500 men having already deserted. Even the commandant. General Pedro Ojada, is said to have made advances for an amnesty. There are two gunboats at Guaymas. These have held the rebels in check. The Banco Nacional passed u semi-annual dividend to-day. Senor De La Lama is to make a supreme effort in the coming week to negotiate an European loan, as the Government now is using all customs receipts to pay interest on outstand- General Salvador Mercado, supreme Federal commander in Chihuahua, has been ignored in the new campaign, and has been recalled to Mexico City. His action in evacuating Chihuahua Pity and fleeing to the border is re- onsiblo for the order of recall. Salazar’s march to the Mormon col onies is expected to start within the next three days. All men found in his path are to be impressed into Hie service or shot, and the women and children left to shift for themselves. All rebels found within the zone are to be executed without trial.
