WASHINGTON Dec 20.—The
Navy Department has determined, in
view of the importance of the Tam
pico situation, to keep all the vessels
there which were assigned to the
protection of foreigners in that city.
The American vessel Chester and
the British cruiser Suffolk, which
went to Vera Cruz, have been or
dered back to Tampico.
What navy officials say privately is
that it is not to be expected that the

which recenly attacked Tampico will
give up the struggle, and that on
the contrary* Tampico, so far as
Huerta and his rivals are concerned,
is the key of the situation.
Admiral Fletcher, it is true, report
ed, in a dispatch dated 5 o’clock yes
terday at Tampico, that conditions
were normal. The State Department,
however, admits that it has "rumors’*
of the renewal of the attack on Tam
pico and that these "rumors" are not
confined to newspaper reports.
The action of the Navy Department
in sending back the Chester instead
of withdrawing one-half of the ships
from Tampico, as intended a day or
two ago, shows that another and per
haps a more serious situation is to
be developed.
One of the officials, in fact, said
that the world would not tolerate a
repetition at Tampico of what was
done by Villa, evidently with the ap
proval of Carranza, at Chihuahua.
The Spanish Ambassador in Wash
ington has very clearly proved that
Villa had no Justification for his de
portation of Spanish subjects on the
ground that they were conspiring
against the Mexicans. It Is pointed
out that General Villa told perhaps
more than he Intended to tell when he
said that the Spanish were removed
because of the fear of a "massacre."
This shows to department officials, as
well as to others, that the bandit ar
my of Villa and of Carranza can not
be controlled by their leaders.
Both the White House and the
State Department agree that no rep
resentations were made to this Gov
ernment by Huerta that he would re
sign within ten days under certain
conditions. It is also denied that
President Wilson or the State De
partment decline to consider the of
fers of General Huertn. Most offi
cials here construe the original sug
gestion to Huerta by John Lind as
being one requiring Huerta to elimi
nate himself entirely from the Mex
ican Government unconditionally.

A passenger train on the Mexican
Central Railroad was wrecked at
Chintepec station, in the State of
Guantajara. The engine and all the
cars of the train were overturned.
No details concerning the number of
killed and injured have been received.
The wreck Is said to have been caused
by rebels.

ern Mexico Is to be made a wilder
ness.
Realizing the impossibility of cap
turing the country from the rebels,
Vietoriano Huerta has ordered the
remnants of his army, now at OJina-
ga, to begin a campaign of destruc
tion that will make the States of
Chihuahua and Coahuila untenable
for Pancho Villa and his followers.
Villages are to be laid waste ind
forms made desolate. The campaign
will be similar to that waged several
months ago against Zapata in South
ern Mexico.
Particular attention Is to be paid
the Mormon colonies in the vicinity
if Casfls Grandes. Inez Salazar, the
Socialist general, has been chosen by
Huerta to command the column of
destruction that will march against
the Mormons.
Two years ago, during the Orozco
revolution, Salazar destroyed much of
the Mormons’ property and forced
them to flee to the United States.
Salazar’s orders, as learned here, are
to march from OJlnaga to Casas
Grandes, sweeping a path twenty
miles wide the entire distance.
Everything in this path will be de
stroyed. No attack will be made on
Juarez at the present time, the idea
simply being to make the northern
portion of the State untenable.
While Salazar is thus engaged Pas-
eual Orozco will proceed up the Con
ches River from OJlnaga, through Cu-
chillo Parado, to Santa Rosalia, where
i junction will be formed with Gen
erals Valadeo and Navarette, from
Torreon. The combined armies then
will attack Chihuahua City. Both
irmies will destroy everything possi
ble on their marches to Santa Rosa-
Felix Diaz Denies Part
In New Mexican Revolt.

HAVANA. Dec. 20— Felix Diaz to
day emphatically denied the report
that he is in any way connected with
the reported attempt **to organize a
new revolution in Northern Mexico
under the leadership of Emilio Vas-
quez Gomez and with the aid of Pas-
cual Orozco, now commander of the
division of the Federal army in Chi
huahua. <
"The report ia not true," said Gen
eral Diaz. "I have no idea of enter
ing into any plot to seize the reins
of government in Mexico. I am for
constitutional government and shall
abide by constitutional rights. I be
lieve General Huerta is fast nearing
the end of his resources. He is trav
eling In circles.”
General Diaz said he did not think
Carranza capable of coping with the
situation as he has not been able to
control his own force. He said he be
lieved the Wilson Administration to
be friendly to Mexico.
