counties in which he shall exercise ju
risdiction of Ordinary and the mana
gers of the election shall on the day

fices, at such place within the limits of
the town of Metter as shall be desig
nated by the Judge of the Superior
Court of the Middle Circuit, whose

shall be applicable to the officers so
elected; that the officers elected at said
general election shall hold their offices
until the next general election for coun
ty officers and until their successors are
elected and qualified. X
The General Assembly is herebly glv
en power to create any additional state
utory officers in said county or statu
tory courts, and to Krovlde by law for
filling sald offices. ny vacancies that
may occur before the next general elec
tion in any of the offices created by
said county may be filled as now pro
vided by law.
The said County of Candler shall be
attached to the First Congressional Dis
trict, the Middle Judicial Clircuit and
the Seventeenth Senatorial District, but
it shall be in the lpower of the General
Assembly at any time to changs the ju
diclal circult to which sald County of
Candler is atached, and the Geheral As
gembly of Georgla is hereby given power
to change sald County of Candler in ar
ranging Congressional and Senatorial
districts as is now provided by law
That the Superior Court in sald County
of Candler shall be held on the third
Monday in February and August months
of each g'ear, but it shall be within the
power of the Geneiral Assembly at any
time by law to change the time of
holding the courts and the number of
terms thereof. That the justices of the
peace and constables residing in the ter
ritory included within the new County
of Candler shall exercise the dutles and
powers of thelr office until new mili
tia districts are laid out in said County
of Candler as now provided by law; and
that all of the provisions of the law a=
contained in Chapter 18 of the Code of
1910 are hereby made applicable to the
said County of Candler whenever the
same {8 created; that all of the general
laws in this State, In addition to the
above, having ap{mcatlon to the statu
tory counties of this State, are hereby
made applicable to the said County of
Candler, especially the law in refer
ence to holding elections for the pur
?ose of creating a debt for sald coun
y; that when this amendment is adopt
ed, the sald County of Candler so
created by the adoption of this amend
ment shall become in all respects &
statutory county and shall be governed
by all laws now in force in this Btate

ec. 2. The Governor is haereby re
quired and directed that when this pro
?ond amendment shall be agreed to by
wo-thirds of the members eleoted by
the two houses of this General Assem
bly, and shall be entered on the journal
of each house with the ayes and m.gl

electors voting at sald election shall
ratify this pmfosed amendment to the
Constitution of this State by a major
ity of the electors qualified to vote for
members of the General Assembly and
voting at such election, sald amenc}-
ment gshall become a part of the Consti
tution of Georgla when the fact is cer
tifiled to the Governor by the Secretary
of State, that a majority of the qualle
fled voters voting at sald general elec
tion have voted In favor of the ado
tion of sald amendment to the (‘onstr
tution of the State, and the Governor
;hnll issue his proclamation to such ef
ect.
Sec, 8. It shall he the dutx of the
Governor to submit said proposed amend
ment in the followlni form: That those
voting in favor of sald proposed amend
ment shall have written or printed on
their tickets, “In favor of the ratifi
cation of the amendment to Paragraph
2, Section 1, Article 11 of the Constitu
tion of Georgla, creating the County of
Candler,” and those opposed to the rat
ification of the amendment shall have
written or printed on their tickets, “Op
posed to the ratification of the amend
ment to Paragraph 2, Section 1, Articla
11 of the Constitution of the State of
