Mayor Expected to Name Him as
Result of Threatened Revolt
Over Charter Reforms.
The threatened revolt of a number
of Mayor Woodward s closest support
ers from the Administration plan of
charter reforms has strengthened be
lief among certain partisan* that the
Mayor will name Edward H. Inman
chairman of the Finance Committee of
the new Council.
Among those who have made It
plain they will psrt with Mayor Wood
ward on the issue of a new charter
are practically all of those who have
been the enthusiastic boosters of
Councilman A. W. Farlinger for the
chairmanship of the Finance Commit
tee. Those who have been urging the
appointment of Mr. Inman are the
ones on whom Mayor Woodward can
rely for help In putting Into effect his
new idea.
Has Not Committed Himself.
There has been assurance from cer
tain quarters in the City Hall for
somu weeks that Mayor Woodward
had already decided to name Coun
cilman Farlinger. Mayor Woodward
has not committed himself, but he has
Intimated that his inclination* were in
that direction. Councilman Farlinger
has been his close supporter ever
since he came into Council, and he
has been a regular dally visitor at
the Mayor's office for several months.
Councilman Farlinger, however, al
so has affiliated with those officials
who are unalterably opposed to any
thing tending toward commission gov
ernment. Thia element has been In
control of the machinery of both the
city and county that could provide for
the development of Spring street, and
this Improvement is the passion of
Councilman Farlinger.
Mr. Inman, on the other hand, ha$
kept in the background. He has al
ways been the political friend of
Mavor Woodward, but only hls friends
have kept him before Mayor Wood
ward as the logical man for the chair
manship of the Finance Committee.
Mayor and Ashley Confer.
An interesting incident in connec
tion with this appointment wa* a long
conference Monday betw’een Mayor
Woodward and Councilman Claude I*
Ashley. chairman of the Sanitary
Committee and Mayor Woodward’s
right-hand man in the crematory con
troversy. Councilman Ashley has been
very much displeased by Mayor
Wood w ard’s announced purpose to
“dean out’’ the City Hall. He has
been the most active advocate of
Councilman Farlinger for the chair
manship of the Finance Committee.
Councilman Ashley denied there
was any open break between him and
the Mayor Monday.
'.Mayor Woodward knows my atti
tude about charter reforms, und the
less w'e discuss it the better we will
get along," he said.

cal charter reforms, said Tuesday that

ficial shall he eligible for election under
the new form and that a majority of the
reg stered votes shall be required to
