LONDON, March 8-—A new offern -
sive movement is about to be launched
by the German Crown Prince, accord
ing to advices received here to-day
from Holland. The scene of the new
drive, which, it is said, will equal in
ferocity that launched at Verdun, will
be along the \'erdun-Belfofl line. Bel
fort is the mighty fortress at the
southerg end of the French eastern
defense line. Toul and Epinal are the
other links in the fortress chain be

. The Crown Prince and his staff are
' sald to have slipped away from the
fighting at Douaumont a few days ago
and to have inspected the German
troops and military preparations in

Austro-Hungarian Advance on
Albanian Town Expected to
Develop in Near Future.

ROME, March B.—-Italian military
forces at Valona have been strength
ened to resist the Austro-Hungarian
advance that is expected to develop in
the near future.
The War Office announced to-day
that Lieutenant General Settimiano
Piacenteni had been appointed com
mander of the Italian expeditionary
corps in Albania, which will defend
Valopa. General Placentini is regard
ed as one of the ablest officers in the
Italian army. When the war began he
was commander of the Nineteenth
Division of Territorials at Naples.
Supporters of the Government were
jubilant to-day over the victory won
in the chamber when the Socialist
resolution declaring a lack of confi
dence In the Salandra cabinet was de
feated by a vote of 281 to 25. They
declared that the work of Parliament
would now bhe quickly concluded,
King Victor Emmanuel, who re
turned from the front unexpectedly
vesterday, conferred to-day with Pre
mier Salandra and Minister of War

In the identical note sent by the
United States to the belligerent na
tione on September 19, 1914, which
was drafted by Mr. Lansing, in out
lining the position that this Govern
ment assumed in permitting cfear
ance to vessels armed for defense, the
lim'tation was made “that the vessel
is manned by her usual crew, and
the officers are the same as those on
board before war was Jeclared.”
Germany declares that this rule is
violated on every vessel that cleared
from this country since the war be

Mediterranean, and it is claimed by

that their guns have been manned by
