WASHINGTON, April 13.—8 y the
action of President Wilson in trusting
to the War Industries Board the co
ordination of America’s efforts toward
the winning of the war, Bernard M.
Baruch becomes one of the most pow
erful, if not the most powerful, figure
in the industrial world. |
As the head of the War lndustriesi
Board, and responsible only to the
President, “Barney”’ Baruch distlnct-‘
ly stands next to President Wilson'
himself in power and authority over:
the most vital interests of the Repub
lic, and easlly surpasses in the scope‘
of his authority any other officer in’
the service of the Republic at this
time,
The appointment of Mr. Baruch
represents the most revolutionary step
taken by the Government since the
United States went into the war,
Since the war program now touches
every day most of the normal activi
tles of civil life, the War Industries
Board must hereafter deal with the
every-day affairs of almost every or
@inary citizen as well as supervise the
multiplied billions of dollars to be
gpent on the war.
More than this, “Barney” Baruch, in
his capacity as buying representative
of the Entente Governments, Is vest
ed with an influence which will reach |
around the globe, With steps already |
afoot to pool the world’s supply of‘
<sertain commodities, this one man
holds it in his hands to supervise the
purchasing of the output of an entire
world.
In other words, in his surpassing
control of the sinews of war, or the
resources of carrying on the war, Mr.
Baruch is, to the material phase of
this conflict, what General Foch is to
the allied military forces on the west
ern front.
If price-fixing is to become neces
sary, the Baruch board will fix them.
It has become necessary to balance
the wants and requirements of the
various departmentse touching the
war. Otherwise, these war boards
would have programs of production
greater than the entire country could
produce, snuffing out the essentials of
life to the civilian population and put
ting the cost of living out of reach of
the whole people.
May Fix All Prices.
The new power of the Baruch board
is a means toward a co-ordination
that will safeguard the necessities of
the great civilian population, even to
the extent of fixing prices on every
commodity that enters into the peo
ple’s life, unless some voluntary
agreement can be reached with the
manufacturers and profiteers who
have taken advantage of the war to
increase prices far beyond the legiti
mate demand of the time.
With this great element provided
for the whole energy of the country is
to be concentrated into the efforts of
getting on with the war. The War
Board will face from the start the
problem of “essentials and nonessen
tials,” or “less essentials,” in the life
of the people, and will curtail and di
rect as its judgment may prescribe.

which President Wilson had in mind |
when he paid Mr. Baruch the ex
traordinary compliment of making
him its: chairman.

This is probably the most remarkable aerial photograph ma de. It is a scene behind the German lines made by a French
observer from an elevation of about 800 meters. Every activity of the Germans is plainly shown and the fact that the photo
graph appears in print is evidence that the German gunners, who were trying to wing the daring French rider of the clouds,
were very poor shots.

Mr. Baruch and his associates will
also wield the tremendous power al
ready reposed in the railroad and
fuel administrations, and even food
and Red Cross supplies will come un
der the supervision of this centralized
authority.
If a certain manufacturer should de
cline to accept what the War Board
determines is a fair price for his com
modity, it will be an easy matter, un
der existing authority, to shut off all
fuel to that particular factory, to com
mandeer all the raw materials which
supply it, and to distribute railroad
cars so that none would be provided
for the obstinate manufacturer.
Life and Death Control,
One of the first steps taken by the
board is to order that no more indus
tries shall be built up at this time in
the already-congested cities of the
Northeastern section of the country.
Of course, it may be regarded as im
possible for a Government board to
say that no mors industries shall
build in a given place, but the Baruch
board has the power of life and death
to any industry through its control of
the supplies of the world and the
transportation facilities of the coun
try.
In addition to ordering that no more
industries be started in the East, the

board is contemplating re-alloting
some of the orders already placed in
the East by distributing them among
factories in the Middle West.
It is appreciated that the supplies
can be more cheaply manufactured in
the East in many instances, but it 1s
figured that it profits the Government
little to get a c¢heap price, but not
the production, when production,
above all things, is immediately neces
sary.
Already many persons contemplat
ing new business enterprises, particu
larly in the East, have been warned
that the Government can not guaran
tee the dclivery of all the materlals
that may be necessary to complete
the structures.
It was felt necessary to issue a
warning, so that if a big building !s
put up and the owner finds it impos
sible to get a heating boiler, the Gov
ernment will not feel itself respon
sible if its own demands rfor boilers
has taken the entire output in this
country.
Powers Extend to World,
The price fixing powers of the
board will extend to all the allied and
neutral wor!d. This will be a deli
cate task, and every consideration
will be given to every line of In
dustry before drastic action is taken.

What the board intends is that when
the Government buys an article at a
given price that same price shall be
available to the individual purchaser.
Each department of the Government
having to do with the war—and this
includes virtually all of them—will
have a representative through which
the War Industries Board will deal.
The requirements and the wants of
each department will be carefully
weighed and adjusted to the require
ments of other departments, ’
This means the doing away with all
competition in the markets by the
Government and standardization of
prices and supplies. Each depart
ment will be rold just what it can
have in order that the more pressing
needs of the Government may first be
met.
In this way the board will even de
cide which shall have priority at a
given time-—ships for the navy or
ships for the merchant marine. Where
there is no conflict and wherever sup
ilies are plentiful the board will per
mit each department to carry out its
original program. All of the purchas
ing will be done through the depart
ments as before, but each department
will be told just what it can pur
chase.
President Wilson has written to the
various heads of departments outlin
ing the new scheme, and so far theve
has been every evidence of the most
whole-hearted support of the plan.
The Baruch board will play havoc
with departmental red tape, it will
g 0 at things direct, and it will pro
tect the manufacturers and contrae
tors on war orders from the petty in
terference of under-officials of the
Government.
It is fortunate that Mr. Baruch is
a cool, clear-headed young man with
remarkable power of organization and
of selection of men.
Long ago, as a mere youth, he im
pressed President Wilson and Secre
tary McAdoo with the extraordinary
powers which his Government, after
one year's opservance of his remark
able work in the Council of National
Defense has stamped with the appro
val of this far-reaching responsibili
ty,
The people of New York still re
member “Barney Baruch” as a beard
less boy, and the elegint old father
and the beautiful mother who were 50
rroud of him, and if the head of the
War Industries Board makes good in
this tremendous station New York
will have reason to be proud of him,

Electritied Wire And
j Warms Up His Dugout

PARIS, March 30.—(Delayed).—
Trooper Bill returned from his leave
at Aix-les-Bains with an electric foot
warmer under his arm. He took it
into “Heinie dug-out” with him and
carefully deposited it under his blan
ket.
“What have you got there?”’ de
manded Trooper Slim.
“Never mind what I've got here,”
replied Trooper Bill.
Bill then took out a small pocket
mirror, hung it on the wall near
where a candle dripped grease down
upon the earthen floor. From the
clay of the dug-out he made a paste
with the water from his canteen and
proceeded to smear his face until It
looked like the visage of an Igorrote.
Five minutes after he had com
pleted his toilette Bill returned to
the dug-out with a coil of wire nder
his arm,
“Keep the home fires burning until
I get back,” he warned, “and for
heaven's sake don’t shoot at me when
I'm crawling in.”
(This last remark to the sentry on
duty.)
“I'm going out for a prowl in No
Man’s Land,” he added.
Half an hour later Bill teturned.
His wire was nearly played out, but
there were perhaps twenty feet to
spare when he reached the parapet
of the trench. Bill carefully twined
the wire down one of the posts of
the wattlework retaining wall of the
trench and then brought the fag end
into the dug-out and attached it to
‘the foot-warmer,
~ After a few minutes of tinkering
the stove began to radiate heat. In
five minutes the dug-out was warm.
- “What's the idea?” inquired Slim,
‘halt asleep under his blanket. “\Where
have you been?"
“Out tapping Heinle's electrified
wire in front of his trenches,” re
plied Trooper Bill. “I didn't work for
the Chicago Electric Light and Power
Company for seven years for noth
ing.”
Then Trooper Bill removed the
camouflage from his face. s

DEATH FROM HOT COFFEE.
MARINETTE, WIS., April 13.—Death
from drinking scalding hot coffee wus
the fate of Joseph, two-year-old son of
Mr. and Mrs. Albert Leja, living near
Peshtigo. The child while alone in the
house climbed on a chair. took the cof
fee pot off the stove and swallowed a
portion of the boiling contents. The boy
died in great agony. 5

American troops on their way to
France will be ready to go into
action within thirty days after
arrival,
This is the outside limit which
Generalissimo Foch deems neces

They will be absorbed chiefly

created by the Inter-Allied Coun
cil at the suggestion of the Amer

Irish Are to Aid.

mated today that such a place is une
der contemplation,
Acting Secretary of War Benedict
Crowell said all dispositions of troops
will be made by Generalissimo Foch.
Other otficials of the War Department
said there was nothing new in the
suggestion that Irish troops be bri
gaded with American divisions, that
it was several months old and that
lately it appeared to be finding favor
in England. Enthuiastic willingness
from the Irish is anticipated.
Already Being Absorbed.
Acting Secretary of War Crowell,
indicating the important role in sight
for American troops in France, statéd
that already the absorption of Amers
ican troops in French and English di
visions is under way, and that Amer-:
ican reinforcements en route to
