’ A committee of the Advertising
Club of Atlanta was making plans
Friday for active efforts to have At
lanta transferred to eastern time in
the railroad schedules, proposing also
to take up with the city administra
tion the proposal to make eastern
time the ity’'s standard, Resolutions
indorsing the movement were adopted
Thursday afternoen at the club's
luncheon at the Kimball House, on
motion of J. M. Van Harlingen, wha
has been an advocate of eastern time
for several years.
Mr. Van Harlingen showed that At
lanta is on the very edgec of the time
changing line set by the railroad ad
ministration, with Macon and several
other neighbor citles using eastern
time, while Atlanta clings to central.
Mr. Van Harlingen contended that a
change would not only save valuable
business time, prolong the days In
summer and make everybody health- |
ler, wealthier and wiser, but that ft
would climinate much of the confu
slon over railroad time tables. f
To adopt eastern time would be
merely to set the clock hands forward
an hour, just as was done last sum
mer. Atlanta would rise an hour
earller, In case the summer time
change Is made again next year, At
lanta would be getting up two hours
earlier than in 1917 and the years
preceding it,
Beaumont Davison, of the Davison- |
Paxon-Stokes Company, seconded Mr.
Van Hariingen's motion, and said he
would undertake to obtain the signa
tures of all Atlanta retailers to a pe
tition for changing the time standard.
Hrs said the merchants favored the
change as being of general advantage
to salespeople and customers, ‘
George M. Kohn, widely known
newspaper representative, spoke
triefly on determining the relative
advertising values of newspaper cir
culation. |
“There's little guesswork in these
days,” he said. “You can get the
facts now. Most papers belong to the |
Audit Bureau of Circulations, com
posed of publishers, advertising agen
cies and national advertisers, and this
bureau keeps accurate and detailed
information regarding all circulations,
which are audited frequently.
“The GGovernment, too, now Xkeeps
cirenlation firures in line by requir
ing sworn statements every six
months. This has cut out the fake
circulation statement.
“The extent to which a paper is re
turnable from newsboys and agents
was of importance, but not so much
just now, as the law cuts off returm
privileges, The advertiser should ex
amine the details of circulation as
well as the gross figures, for his
product may require country circula
tion or city eirculation, and he should
know what he 15 buying,
“The editorial strength of a news
paper is of immense Importauce in
judging a newspaper’s advertising
value. The reliabi'ity of its news,
telegraph and iocal, the attention paid
to local news and the manner in
which it is nandled, all these are
prime factors. An excellernt method
of determining values is to take home
some night a file of the papers for a
week. Go over them carefully, page
by page, comparing their qualities in
various lines—editorial, local, world
news, soclety, markets, sports—
everything. But best of all, consult
an advertising expert or an expert
advertiser.” \
Draft Board Must
Keep Record of Work
Local draft registration boards
throughout the country were instructed
Friday by Provest Marshal General
Crowder to preserve carefully all records
of their wnr?(. which must be sealed and
kept sealed and kept awaiting orders
from Washington, The Government de
pends upon these records for use in
handling war insurance claims, and it s
pointed out that the history of the war,
and information in case of future wars,
depends upon the preservation of such
records.
Definite {instructions were sent to
Georgia boards Friday by Major Joel B,
Mallett, who received them by wire
from Washington.
It is ordered that no access to the
records be given any person whatsoever
except members of the boards, nor shall
any Information concerning them bhe
glven out, Boards are instructed to
complete their classification work, as
instructed previously, except that physi
cal examinations are to be discontinued.
No appeals are to be taken to district
boards.

For extraordinary heroism in action
near Landersbach, Alsace, October
4, 1918, During an attack by a Ger
man ralding party of about 300 men
Lieutenant Duffy took command of
a post where five men manning |t
had been killed or wounded by
liquid fire. By his coolness and
fearless exposure of himself, he
was able to hold the post with a
small reinforcement, After the raid
he removed some twenty grenades
which had been dangerously hot,
due to the fire, and were about to

Mackensen Had Rough
Passage Thru Hungary
COPENHAGEN, Nov., 22.—Field
Marshal Mackensen and his staff have
arrived In Berlin from Roumania,
sald a dispateh from that city today.
While erossing Hungary, Mackensen's
forces had several fights with Hunga
rian troops, but the losses were small.

loyalty case against Unlted States
Senator Robert M. Lafollette, of Wis
consin, was dismissed by the Senate
privileges and elections committee
this afternoon. There was no formal
exoneration of the Wisconsin Sena
tor, but the committee voted 9 to 2
to discontinue proceedings in the
case, .
Those who voted against dismiss
ing the charges were Senators Pom
erene and Walsh, both Democrats.
Thcse who voted for dismissal were
Senators Sherman, Knox, Kenyon,
Diliingham and Kellogeg, Republicans;
Vardaman, Reed, Walcott and Ash
