utes the industrials turned weak and
sold down to new low prices for the
movement. Utah Copper was one of the
weakest features, and after opening up
1-2 at 66 dropped to 65 1-8. Kepnecott

. WASHINGTON, Feb. 7.—-Machinery
already nicely oiled and burnished for
carrying wartime prohibition of alco
holic drinks into effect on July 1 next
was exhibited before the House judi
ciary committee when it met today to
consider the bill of Representative
Barkley, Demaocrat, of Kentucky, to
cloak the Commissioner of Internal
Revenue with power to operate such
machinery.
While the Barkley bill makes no pre
visions for the enforcement of the na
‘tional prohibition amendment—being
solely confined to the wartime ‘‘dry”’
proposition—Barkley said he was confi
dent that after July 1 next no corner of
the United States would ever be “wet”
agalin.
“There will be no interval between
wartime and national prohibition, the
American people may depend on that,”
declared Barkley, “but it will be nec
essary to provide legislation additional
to that embodied in the pending bill
in order to also put the Commissioner
of Internal Revenue in charge of the
enforcement of the national prohibition
when the time comes for it to.”
| Barkley explained that the commis
sioner had approved the present bill,
it being manifest that he could employ
the same extensive machinery as now
employed in collecting taxes on liquor
or in running down ‘‘moonshiners” or
other violators of existing laws to pre
' vent the sale or use of aleoholic con
coctions.
The Barkley bill provides for the cre
ation of a special assistant commis
sioner of internal revenue, with a staff
commensurate with his needs, whose
duties shail be to jail or otherwise pun
ish violators of wartime prohibition.
Upon him, if the bill passes, will de
volve the responsibility of seeing that
the country goes ‘“‘bone-sure-enougb
dry.”
