manufacturérs and representatives of
large American concerns will regulate
their own traffic on the basis of the
years 1913 and 1918, so long as the
Government import restrictions remain
in force. That is, shoes from America
will be admitted free 4n the same pro
portion that leather for the manufac
ture of shoes in Great Britain is ad
‘mittvd, .
Definite positon of the Government
has not been stated, further than an
outline of the general policy by Sir
Auckland Geddes, of the War Cabinet,
‘that the Government will admit raw
'materials free and semi-manufactured
goods unless they compete unfairly with
the British industries; also it will re~
strict imports of manufactured goods if
they compete with the so-called key in
dustries of England.

plangtion of the situation to the In
ternational News Service.
“The sole interest of certain firms
is in American boots and shoes, and if
the import restrictions are not relaxed
it will mean that these particular
firms might have to go out of busi
ness. There are certain other firms
which, either by virtue of being Ameri
can agents or importers, are in more
