planation of the situation to the In
ternational News Service.
“The sole interest of certain firms
is in American boots and shoes, and if
the import restrictions gre not relaxed
it will mean that these particular
firms might have to go out of busi
ness. There are certain other firms
which, either by virtue of being Ameri
can agents or Importers, are in more
or less similar position. Then there
are other firms who come into a third
category, which are partiali importers
of American footwear,
“It is urged that imports of Ameri
can shoes should be allowed on a rea
sonable basis, mklnF into considera
tion the export of hides from America
~that is %o say, if America allows the
export of hides and leather up to a
stated amount, the import restrictions
should also agree to issue a license for
the import of boots and shoes up to a
reasonable amount.

divided inte two classes—those whose
business are completely dependent upon
securing supplies of American boots and
those who, like myself, are importers of
American goods, but whose business
does not completely rely on such im
portations. 1 think preferential treat
ment should be given to the “former

are of the latter class, I take it that

restrictions removed from everybody,
