WASHINGTON, Feb. 12.—The mild
reservationists in the Republican
ranks belied the name that is so un
fondly applied to them hy proposing
Wednesday a new reservation on Ar
ticle X, whigh is even stiffer than
the one originally proposed by Sena
tor Lodge and adopted by the Senate.
1t provides not only for the refusal
of the United States to use its mili
tary or naval forces or the economic
hoycott at the behest of the League
of Nations, but inserts the words “or
by any other means,” so that not even
meral assistance could be given by
the United Stales in any foreign con-

tion is as follows:
NO OBLIGATION.
“The United States assumes no ob
ligation tuv preserve, by the use of its
military ey naval forces, or by the
ecunomic boyeott or any other means,
the territorial integrity or political
independence of any eother country,
or te interfere in controversies be
tween nations, whether members of
the l.eague or not, under the prov!-
sions of Article X, or to employ the
military or naval forces of the United
States under any article of <ne treaty
for any purpose, unless in any partic
ular case the Congress, which, under
the Constitution, has the sole power
Lo declare war, shall, by aet or joint
resolution, so provide.™
Except for the insertion of the
words “or by any other means,” the
reservation differs from the Lodge
reservation only in a rearrangement
of the other provisions retating to the
use of the military and naval forces.
The speonsors for the reservation
believe that the insertion of these
five words makes the reservation
much stronger and clearly defines the
attitude of the United States to be
that no matter what obligation might
have been assumed in Paris by Presi
dent Wilson it is not assumed hy
Congress as the representatives of
the American people,
PROPOSED BY WOLCOTT.
The curious thing in connection
with these five new 'words, which
have not appeared heretafore in any
of the reservations proposed on Ar
ticle X, is that they were suggested
by Senator Josiah 0. Welecott of Del
aware, a strong suppoter of the Pres
ident. It indjecates a complete defi
ance on the part of that senator, at
least, of the President’s admonition
that the reservations should be inter
pretative only in character. Senator
Wolcott’s absence from the ctty toaay
made it impossible for him to give
any explanation as to hew far he pur
poses to go in the matter of support
ing strong reservatione.
Senator Hitchcock was consider
ahly perturbed over the new reserva
tion and was especially chugrimed to
learn that the mild reservationists
had manifested a purpose to co-oper
ate with Senator Lodge in making the
reservation strong enough to suit all
purposes except the wishes of the
President. He objected vigorously to

partment hy 12 o’clock noon, four days after publication. An
nouncement of each award will be made in The Atlanta Georgian
