the city electrician that a surprisingly
large number of conduits will be asked
for by the Atlanta Telephone Company,
and that theae conduits will seriously
Interfere with the connections of the
sewerage system.
The communication follows:
“To the General Council of the City of
Atlanta.
"Gentlemen: You wHI recall'the feet
that aome time ego your honorable
body granted to- the Southern Light
and Power Company, provided they are
Incorporated under the laws of Geor
gia—and In case of failure to do so the
same powers were granted to the North
Georgia Electric Company—the right to
eatabllah an electric light plant for the
•urpoae of furnishing heat, power and
Ight, and for these purpose., were
granted the further rlghta of laying
conduits and erecting poles for the
distribution of such current, and the
said company waa given the right to
use by lease the conduits of the Atlanta
Telephone Company.
“It haa come to my knowledge that
the said Houthrm Light and Power
Company has made no effort to get a
permit for any kind of constructions,
cither by underground or poles, but all
the permits that have been asked for
have been In the nnme of the Atlanta
Telephone Company, and It was gen
erally understood in the discussions
when that matter was up before the
committees that the Atlanta Telephone
Company had a perpetual charter. The
Atlanta Telephone Company le asking

Little Rock, Ark., June 4.—The
Democratic state convention will meet
at Hot Springe tomorrow. Governor
Jeff Davie seems to be In control nf
the situation, and will be declared the
nominee for United 8tates senator, to
succeed Senator James H. Berry.
The contest for the senatorshlp waa
settled at a primary election held on
March 22, last, when Davis received a
majority over Berry of about 14,000.
Hon. John 8. Little will be nominated
for governor without opposition.
Other candidates who are unopposed
are W. V. Kirby, attorney general;
James L. Jones, state treasurer; L. L.
Coffman, land commie.loner; O. C.
Ludwig, secretary of state; J. J. Doync,
superintendent of public Instruction,
and J. E. Riddick, associate Justice of
the supreme court.
There will be two contests before
the conventlqn, and they promise to be
very lively ones. These are for the
nominations for agricultural commla
sloner and railroad commissioner for
the northwestern district. There are
five candidates contesting for each
position.

Hoyt Crowdar and Lon Gurley, two

Washington, June 4.—Disclosures so
horrifying as to be almost beyond be
lief are made in the special report on
the Chicago packing housea prepared
by Charles P. Neill, commissioner of
labor, and James B. Reynolds, of New
York, and aubmltted to congress today
by President RoogevelL
In his message accompanying the
report the president characterizes con
ditions found by the two Investigators
aa "revolting," and urges Immediate
and drastic legislation “In tbe Interests
of health and decency."
Recommends Beveridge Bill.
He not only recommends the passage
of the so-called Beveridge amendment
to the agricultural appropriation bill,
but threatens to destroy the foreign
business of the packers should congress
fall to provide for Federal Inspection
of meats at all stages of preparation.
In the event of such failure the pres
ident says he will be compelled to order
that Inspection Inbels and certificates
on canned products shall not be used
hereafter. Without these labels the
products will be excluded from Euro
pean markets.

ments are mostly of brick, laid with
deep grooves between them wfifeh In

"Such pavements,'' they declare, "can
not be properly cleaned, and Is slimy
and malodorous with wet, yielding
clouts of lll-amelltng dust when dry."
