Confusion Will Follow as Bell Has
Again Introduced His Bill
Into the House.
That a child labor bill will be passed
by this senate was definitely deter-
mined Friday through the Introduction
of a bill bearing the signature of twen
ty-three senators—a majority ot that
body.
The radical difference between this
measure and the Bell hill In the house
and the Peyton and Furr measure
the senate Is the compulsory education
clause.
The act expressly forbids the em
ployment of any child under 14 years
of age In any factory lp Georgia who
cannot read and write simple sen
tenues; who has not attended school
twelve weeks In the year previous to
reaching the age ot 14; such children
must attend school not less than six
weeks each year until they have passed
the school age, which Is 16 years In
Georgia. '
The bill waa Introduced by Senators
randier. Hand, Miller, Bunn, Hogan,
Strange. Bond, Bennet, McHenry,
Steed, Wheatley, Slrmapg, McAllister,
Foy, Bloodworth, Westbrooks, Adams.
Crum, Peyton, Furr, Lumsden, Grayblll
and Copelan.
Changed Their Views.
Several of these Opposed the Bell
bill, killed In the senate last session.
Indicating a determination to at last
place on-the statute books a measure
fur the children of Georgia.
It provides that children under ten
years cannot be employed in factories
under any circumstances; children un
der Vi years only when the support of
a widowed mother or a disabled f
er Is required.
All factory owners are required to
keep on file in their offices certificates
procured through the ordinary showing
the date of birth of children employed,
such certificates to bo of force for pe
riods of one yaar only. Children under
14 years cannot bo employed between
the hours of T.n. m. and (am.
Violations of nny provisions of tills
set make the violator' punlshablo hs
for a misdemeanor. It also makes It a
misdemeanor tor parent or guardian
to make.false affidavits us to age.
Will It Pass the House?
Passage ot this act Is Insured In the
senate. It remains to be seen If the
house will accept It with the compul
sory education clause. Representative
Madison Roll has reintroduced bis bill
In I he house.
The senate bill was referred to the
committee on labor and immigration,
of which Senator McHenry Is chair

Two trolley cars on the College Park
lino of the Georgia Railway and Elec
tric Company collided Thursday night
at 6:12 o*clock on a sharp curve «at
Knott's crossing, half a mile this side
of East Point, os the result of which
a mother and child were Injured and
the cars considerably damaged.
The injured were Mrs. F. M. Gal
braith, wlfo of a well known druggist
In. Peters street, and her 6-year-old
daughter. Mrs. Galbraith was cut on
the cheek and her right shoulder was
bruised. The child was bruised by be
ing knocked from a seat. Mr. Gal
braith, the husband and father, was
on the car, but escaped unlojured.
Motormen Escape By Jumping.*
The front ends of both cars were
crushed. The incoming car, No.-167,
was being operated by Motorman J.
C. Parker, while E. W. Arnold was
motorman on the outgoing car, No. 166.
When it was seen that a collision was
Inevitable, both motormen shut off the
current from their respective cars, ap
plied the emergency brakes, and leaped
for their lives. Neither of them was
injured.
The speed of the cars was greatly
reduced by the quick action of the mo
tormen. and this prevented a more h®
rlous wreck. The Incoming car had ot
board twenty-nine passengers and th®
outgoing car thirty-five passengers, all
of whom were Jolted and given a gen
eral shaking up.
Shortly after the collision, the pas
sengers were transferred to other can
nnd the two wrecked cars brought Into
the city.
The Galbraith family was on the in
coming car. Mrs. Galbraith and her
child were able to continue the trip
to the city. Their Injuries aro not
considered serious.
Cause of the Accident
The accident Is thought to have been
due to a misunderstanding of the sig
nal lights. Car No. 167. on arrival at
East Point, took the switch and wait
ed until one regular and one special
car had passed. Tho wait for these
i delayed No. 167 seven minutes
over Its variation of five minutes. Aft
er the special had passed, No. 167 pulled
out of the switch f--r the city, the crew-
supposing tho track was clear to. the
next switch. As the car rounded the
curve at Knott's crossing, the head
light of No. 166 loomed In front, and

and yesterday his former wife had him
In Judge McEwen's court and accused
him of trying to be a eport. From the
testimony of the woman It appeared
that there was due and payable to her
the sum of *76 by way of alimony. This
trivial fact was brought to the atten
tion of Judge McEwen and that offi
cial called upon Mr. Manthay to ex
plain.
“It Is true,” said Manthay, “that I
bought a new suit of clothes, but It
was the first new suit I lmve had In
fifteen years, nnd I renlly neded It”
The court gave him till Thursday to
settle."

shall be hurt. The particular object
of his wrath Is Deputy Regnles, who
headed the proceedings that led to
Bonl being unseated and fired from
the chamber of deputies. ... ,
It appears that after the debate In
which It was agreed to throw the count
out of the chamber, Bonl met Regnles
and said:
“Ah, baht I do not wish to make a
scene here, so plesse consider your face
slapped."
Regnles gave vent to a very deris
ive 'ha ha" and passed along.
This angered Count Bonl, who later
left his card on Regnles’ desk.
When the latter found the card he
wrote the count, saying:
"Consider the duel as having been
fought and yourself dead."
Now tho count’s friends say that
Bonl will Insist on fighting ltcgnlrs.
The letter’s friends say that If Bonl
makes any attempt to alap the deputy’s
face Regnles will thrash him soundly.

The fact lhat the store wee saturated
with oil and the rear door was par
tially open convinces the detectives
that the blase was the work of a fire
bug. The fire started In the rear of
the stars and was discovered by an
employe ot the Southern railway
shop*, which are situated directly
across Windsor street from the etore.
The fire department was hurriedly
eummoned and the fire extinguished
before any considerable damage had
been done.

Gallaher also went to the scene and
made an Investigation. As soon as the
firemen entered the place they detect
ed the teU-tale OIL and It was soon
Ascertained that the place hod been
profusely saturated. Further Investi
gation revealed the fact that the rear
door waa unfastened and partially
open. The police say tho door had not
been forced open, but appeared to have
been opened with a key. The police
also state-that ao far aa they could
discover nothing had been stolen from
the store.
Officer Gallaher had a conference
with the detective.'department Friday
morning and turned over to the sleuths
what Information he had In hand, the
dauctlvaa at once beginning work In
an effort to run the firebug to earth.
