New Orleans, July 16—Cotton was com paratively active today, and It displayed a good undertone that carried prices up for an advance of a half dollar a bale. In aplte of the certainty of considerable low* grade New York cotton being delivered on contract here. Uentlment was more bullish than it was last week, and shorts were dis posed to cover nnd take the long side for a turn. Heavy rains In sections of the east ern belt—almost 6 Inches in some locnllfles —were chiefly responsible for this right abou-face. Liverpool cables were about ai expected, but the weekly review* concern Ing the trndo conditions In the Manches- principal the open! arrive this _rt with about 1,000 hales of cotton aboard. Durtug the next week or so It will be a hard thing to deter mine which Is the band wagon. Deliv eries on July contracts will be put against unfavorable crop news, which will be the result of the present rainy spell. It Is difficult to say which will be the stronger feature.
