WIFE SAYS HUSBAND
TORE HER CLOTHING
AND ABANDONED HER
Accused of bentlng his wife nnd
tearing off her clothing one day last
weak, John Smith, of 127 Decatur
street, will be arraigned Monday after
noon before Acting Recorder Foster.
After his alleged mlatreatment of his
wife, Smith Is said to have abandoned
her and her three children. Mrs.
Smith appealed to the Salvation Army
and Captain Boucher at once took a
deep interest In her case.
The captain succeeded In getting the
three little children Into the Home for
the'Friendless and also secured ■ em
ployment for the mother, In order that
she might support herself.,
The matter was also brought to the
attention of Probation Officer Qloer,
on his return tp Ms duties a few days
ago, and he haa been, on the lookout
for the missing husband. Smith waa
seen by an acquaintance Sunday and
was turned over to Policeman Hudson,
who sent Mm to the police station.

An even one hundred counties have
made return! to the comptroller gen
eral 'to date, showing a net Increase
over last year of 12*306,110.
It is estimated that If the remaining
45 counties show a proportionate In
crease It will add 110,000,000 more to
the total. Thla will make the Increase
for the state over last year on realty
and personalty over 133,000,000.
The corporation returns have not yet
been compiled,' but It Is expected that
the increase from this source will bring
the total amount up to near 145,000,000
for the entire state.
Out of the 100 counties reporting to
date, only three show lose, and the
total for the. three amounting to only
$51,187.

It developed that the officers found a
loaded pistol In the room with a num
ber of negro gamblers.
As he eyed the weapon, the acting
recorder exclaimed:
“I wish we could hang every negro
caught with a pistol.”

GRANTED A CHARTER

New York, August 8.—Half starved,
his body covered with black and blue
marks, the result of beatings he was
forced to endure,-and with n story in
every detail far more horrifying than
that ever told by a shipwrecked sailor,
Louis Gross, n sturdy young chap of
this city, who lives with his parents at
66 Monroe street, arrived home today
from a slate camp In North Carolina,
where he worked for seven weeks, go
ing thers under the promise that he
was to be welt taken care of and pro
vided for.
Gross says that at the present time
there are no less than twenty other
youths from this city, who, because of
lack of funds, are unable to return, and
who are enduring every day the tor
tures that were heaped upon hint by
Inhuman bosses.
"There were probably a thousand
men at work In the camp,” said Gross.
"On ope occasion^ because I sat down

hours I lay on a cot In tny shack with
out medical attention, and 1 bear the

"For refusing to work because of lack

through the leg end then walk away,
leaving him for dead. This fellow
laid for days wlthouL medical aid, and
was Hnally taken away, no one know ing
where. Three Italians were killed anti
two others were severely Injured in n
fight between the foremen and laborers,
and yst not one of those men were’ar
rested.”

Dowle met with a serious accident Sat
urday night, and It Is reported he* la
now In,a state which excites apprehen
sion. He fell down the stairs In Shi
loh house at Zion City. News of the
accident leaked out yesterday when he
failed to appear to preach to his con
gregation, but overy attempt to gain
Information about It from members of
the Dowle household was frultlsss.
It la said that Dowle was being car
ried to the upper story In his chair
by two attendants, when one of his

A charter was granted Monday
morning by the secretary of state to
the Wilkes and Lincoln Counties Rail
road Company, which will be about 60
miles In length.
It will begin at Washington and run
northeast through Wilkes county to a
point on the Broad river: alio easterly
from Washington through Wilkes and
Lincoln counties to Llncolnton.
Capital stock Is to be 3350,000, with
the privilege of Increasing to 1600,000,
and the principal office In Washington.

Park to A, W. Chase, of Minneapolis,
the Minnesota man waa Induced to
come to Georgia lo live.
Mr. Chase located In Moultrie and
established a bank. In a letter to
Captain Park he says that he Is charm
ed with the people and the country,
and that his treatment has been of the
most charming nature. .
Mr. Chuse says that If the people of
the Northwest only knew of the hearty
welcome awaiting them here, and the
splendid opportunities presented to
people, there would be an unprecedent
ed rush from that section to Oeorgla.

WIFE CRIES IN'COURT
After Imbibing too freely Saturday
night, T. J. Odom, a painter of 70
Henry street, ran amuck at his home,
and created a scene of considerable 'ex
citement.
During the melee, he Is said to have
thrown two chairs and a stick of stove-
wood at his wife, and to have choked
one of his sons. Bicycle Policemen
Smith and Pearson were summoned to
the scene and took the husband and
father Into custody.
When Odom was arraigned Monday
morning In police court,- his wife ap
peared and testified against him. As
she told of hie misconduct, she.broke
down and cried. 8he stated that Odom
cursed her and,also smashed some df
the dishes. When the officers arrested
Odom he had 32. and this they forced
him to give to hts wife, so she could
buy provisions for herself and children.
Odom had very little to say. further
then to state that he was drinking. He
expressed regret for hie conduct and
promised not to repeat It. He also ex
pressed a willingness to take an oath
nevar again to touch liquor, and the
oath waa administered to him by Act
ing Recorder Foster. The acting re
corder then announced that he would
not Impoae a fine, but would hold the
caae open against Odom.

When Henry Harper, of 25 Lawahe
street, was arraigned In police court
Monday morning, James Conofe testi
fied that Harper attacked and beat
him without provocation at Humphries
street and Oreenaferry avenue.
He said'Harper pulled his ear and
then struck him several blows.
After hitting me several times,” said
t’onofe. “he said he would just hit me
again for luck, and struck ms In the
head.”
Harper snltf he struck Conofe because
the latter hit at him. He admitted he
was drinking. He was lined 16.76 for
being drunk and 116.76 for striding
Conofe.
Chief of Police Jennings has received
a communication from th6 German
consulate In this city, notifying him of
the offer of a reward of 1,000 marks, or
12.40, for the arrest of August Rter-
nlckel, a journeyman miller, wanted In
Oermany on the charges of murdtfr,
robbery*, and arson.
Hternlckel, together with two other
master miller, after which they
him. and set lire to his house, The
other two men have been captured In
Oermany and have ndmltted their
guilt, also Implicating Hternlckel. A
description of the fuglltve has been
read to the Atlanta policemen In order
that thsy may be on the lookopt for
him.

jection.”
The committee decided not to art.
Council will consider at Its regular
session Monday afternoon a petition
and a new plan, the latter allowing the
railroad four openings In Hunter street
and one In Sutler street.
Alderman Peter* appeared before the
committee In behulf of the railroad,
and after stating that he had held a
long consultation with President Smith,
gave President Smith's views on #the
subject, and asked that the new plan
