Measure.
Tha McHenry bill for the lease of the

railway for sixty years from ths ex
piration of the present lease, was peas
ant at ths first meeting of the commit

favor of hla measure, which had al
ready passed the senate. On Wednes
day morning President West, of the
senate, appeared before the houae com
mittee and argued In behalf of tha bill,
rontendlng that to lease the road for
sixty years at 5729.009 a year was to
make a « per cent annual Inveatment
on the cost of the road, 111,100,000. He
contended that this was a better In
vestment than esn be usually made on
an amount of such magnitude.
The members of the committee were
not In favor of renewing the lease at
any time, and certainly not at this ses
sion, thirteen years before the expira
tion of the old lease.
Chairman Lad, Representative Alex-
ander and Rapreeentatlva Brinson fa
vor the extension of the road to the

the Atlantic. Thera Is a constitutional
provision against this, but the difficulty
