Washington, Aug. 18.—The depart
ment of justice, through an opinion
rendered by Acting Attorney General
Robb, ba* decided that Mexicans, im

on railroad construction In Texas, are
"unskilled" laborers nnd that, under
the law, they cannot be admitted Into
the country under contract. Acting
Secretary Murray, of the department
of commerce and labor, has, therefore,
dismissed the appeals of the aliens and
ordered them deported.
