New York, Aug. 29.—Further weak ness waa reported In the early foreign markets this morning, but the declines were of no grant Importance. Rus sian bonds fell another 1-2 point and the discount on the new loan rose cor respondingly, Other government se curities were down a trifle, and It be ing the first day of the settlement In American shares, there was some lieavy selling by foreign operators In this de- partment. Before our opening, how ever, the weakness In London had been checked by buying orders from this side, and recovery was assisted by the completion of the "carry-over" without the difficulties which it was feared would result from hard hit speculators for the decline. The support extend ed to the London market, was signifi cant of the whole plan of operations here. From the opening It waa appar ent that strong efforts were being made to renew the advance. At the first buying converged upon one or two stocks only, Canadian Pacific and Atch ison being the particular selections. But later, as the pressure of realising sales slackened, the rise extended to St. Poul, the Pacific, the Southwest ern shares, and some of the Indbstrlal giving the market a fairly broad ap pearance.
