Mayor Woodward is out with a card, In which he explains his position In re gard to the'controversy with Mr. Lo gan, of the Associated Charities, over the blind man, Wellington. The card, tn part, Is as fellows; "There’ having been so much said about the little matter of a blind man playing an organ oh the streets of the city, and all that has been said seems to have come from sources that knew not of what they were talking, that I desire to set the matter right, "The tax ordtnancemf-the city puts a ensc on organ grinders, and It mat- ters’ nothing whether the mayor or the chairman of the tax committee re- fusei to. grant.a permit or-hot.-the up- Uccjisn tdgrlndhls organ oH the streets •or lone week. (YElhg city clerk would have to Issue a license to whomsoever nt apply. Dor Instance, I have Been several organ grinders with mon keys parading our streeta lately, and I have heard of no complaint, not even from Mr. Logan, of the Associated Charities. The only, .error that seems to have been committed was my giving ft blind man a permit to grind Ills or gan <m the streets without paying for It. It Is all right for an able-bodied man with a monkey to come along und pay hla 12.50 and grind hie organ ani collect the pennies and nickels, but you must draw the line when a blind man wants to grind his organ and asks to be relieved or paying the amount of tho license. Such a sentiment Is of the veriest rot, nod’ unworthy-oft any . man who has a spark of feeling for the un fortunate. I knew nothing of this.man In question until- ho made application to my office about, the middle of lust week for permission to grind his organ on the streets. After some’hesitancy I a him a frpa peunit, tor Live b her week, and lnO own cans Id 4mvVmubveuMu* n. rtu fused him. I would rather have paid for the license myself. - I gave him tho permit and I am'gt&fl I did. ‘I am no alclan and dld'ndt know whether iad cataracts over his eyes aro not. Tho only thing that I was satisfied was that he wae blind—the woret affliction that can befall a human being. "On Saturday afternoon I called at the station house to see the officers who mado the nrrest, nt Lognn’s In stance,.and they both Informed me that the blind man wae not asking aims or begging for help, but simply grinding his organ, and If anyone cured to give him anything for his music wen and good. There Is an ordinance ngalnst soliciting ulnts, but the tax ordinance also legalises grinding an organ on the streets.” The mayor follows this up with tho statement that tho city Will always have tb do h certain amount of eharit- EDITORIAL NOTE .—In order to prove the wonderful merits of Swamp- Root you may have a aampln bottle and n book of vnluable Information, both senl absolutely free by mall. Coffee slavery Is not much different from alcohol or any other drug. But many people don’t realise that coffee contains a poisonous, habit-forming drug—caffeine. They get Into the habit of using cof fee, and no wonder, when soma writers for respectable mogaslnes and papers speak of coffee as “harmless.” Of course it doesn't paralyse one In a short time like alcohol, or put one to sleep like morphine, but it slowly acts on the heart, kidneys and nerves, and soon forms a drug-habit, just the same, and one that Is the cause ot many overlooked ailments. "I wish to state for the benedt of other coffee slaves," writes a Vt. young lady, "What Postum Food Coffee has done for me. "Up to a year ago I thought I could not eat my breakfast It I did not have at least two cups of coffee, and some times during the day. If very tired, 1 would have another cup. "I was annoyed with Indigestion, heart trouble, bad feeltag In my head and sleeplessness. Our family doc(pr, whom I consulted, asked me If I drank coffee. The first cup was' not boiled long enough and was dis tasteful and I vowed I would not drink any more. “But after a neighbor told me to cook it longer I found Postum was much superior In flavor to my coffee.
