Little Rock, Ark., Dec. 5.—President Charles 8. Barrett of the National Tanners' Educational and Co-operative Union, announced today that a new constitution has been adopted by an overwhelming vole. The constitution was written at the summer convention of the Union a^ Texarkana. Ark., and submitted to the members of the order on a referendum vote two weeks ago. The executive committee met hero yesterday to canvass the vote. The individual vote will not be com pleted before tomorrow night, but it Is shown that every state, with, one ex ception, has cast a heavy vote for the constitution. Texas voted against the adoption by two ti/ one. Other states voted as follows: Arkansas, five to one: Louisiana, three to one; Georgia, fourteen to one; AInbama, two to one; Mississippi, six teen to one; Kansas, twrf to one; Cal ifornia. Indiana and South Carolina, unanimous; Florida, four to one; Ten nessee, three to one. F y Two Cars Filled With People Go Into Ditch. Frankfort, Jnd., Dec. 6.—AJ an early hour today the Monon Company had one of Its fast northbound Chicago- Pittsburg- trains wrecked one mile north- of Cambria, and many of the 100 or more passengers were Injured. The train was No. 26, and had left about 14 minutes late and was running at a high rate of speed. The train was due to reach Cambria about 4:31 of the pluce the train struck a broken rail. Ga., Dec. 5.—Frank Powell, ho Is only 6 years of age, accom panied by his father, was going down the Savannah river yesterday In a butteau and met the river steamer Ma rlon coming up to the wharf with jl- jo from Savannah. The small craft steered almost alongside the large one. with the result that tlir •former was capsized. The child was carried rapidly down the stream while Ills fa ther was struggling in vain to rescue hint. He knew nothing of swimming, yet by an almost Inhuman effort man aged to remain on the surface of the swift and chilling water until he was rescued ion yards below the ptgc6 where the boat was capsized. BROWN LAW LIBRARY. TO BE ESTABLISHED Indalnnpolis, Ind., Dec. 3.—In a fire which wus caused by thousands of pa per matches catching fire, the factory of F. A. Rathbun & Co. this morning, eight girls were burned, four of them probably fatally. The others were painfully burned and Injured In their efforts to escape from the building. • A sheet of flames swept out and almost covered the second Moor, on which there was about 50 girls working. A panic followed and the majority of the girls* ran to the stairway. The dames overtook them, and ill an In- stiuit there was a struggling mass of girls, with burning > hair and dreaaes. on the stairway. The girls, fpught t*» reach a place of safely. Several of the girls were penned in like sheep on the side of the room opposite the stairway, und when flames settled over them they threw themselves out of the window.
