Washington,[February 12.—The spirit per
vading the House may be imagined from Ihe
following extracts Irom yesterday's proceedings:
Mr. Butler—I take back nothing.
■ ■ Mr. Binghutn—Then 1 ask the House to com
pel you to take hack your revolutionary resolu
tion. That is something that the gentleman
cannot retract, and 1 denounce it here to-day,
belure the House and beforo the people ol the
country, as lielng as unwarranted as any act ol
secession. I denounce, as a representative ot
the people, this attempt to inaugurate revolu-
tlou ou the floor ol this House, I will
op|»oRc the relerence oi the resolution as
seeming to commit tne House in some sort to a
challenge ol your own iuw. How would It
look lor us to reler auoiber resolution, as sug
gested by the speech ol the gentleman (Mr
Butler) and that is, that tbe House should be
»utliO,i/.ed, to use the gentleman’s language, if
the Senate would not retire irom the joint con
vention, to kick it out. The gentleman Irom Mas
sachusetts should be the Captain In tbe kicking
operation. (Laughter.) I think the gentleman
cannot gainsay his speech iu that bcball which
brought down the Elleries and split the ears ot
the ground ling’s and it illustrated the animus of
his resolution. I pronounce it litre as a resolu
tion ol revolution. 1 pronounce it as a resolution
ol anarchy. The iddu of this House of Repre-
sentadves kicking the Senate ol the United
Stales. About the time that you will have
kicked the law making (tower out of existence
you will have found yourselves greater
architects of your countrvs ruin than the
million ol tnen who lor four years
waged war upon your Constitution and your
laws, drenching your laud with blood, and ridg
ing it all over wilh graves.
Mr. Butler inside)-1 always did like that
speech ol Mr. Bingham's. (Laughter.)
Mr. Schenck—I have not the slightest Idea ol
proposing the ccusurc ol the Speaker. 1 think
he was excited, like the rest ol us.
Mr. Colfax—He was not.
Mr. Schenck—There Is .only uj'difierencc of
opinion about that.
The Senate, after reports of Committees, (not
including the Judiciary on Virginia), proceeded
to the consideration ot private bills.
In the House, the privileged resolution ol But
ler's was resumed.
Tbe Supreme Court heard the argument on
the writ ol prohibition against Virginia, Judge
Underwood, Irom nullifying tbe action of courts
whose officers are ineligible under tbe fourteenth
amendment.
The reconstruction Committee further consid
ered Mississippi without action.
Havana, February It.—A person painted
black climbed the outer walls of Fort Punta.
lor thd purpose ol exploding the powder maga
zine ; the sentinel wounded him.
Tho planters' meeting passed a resolution
guaranteeing a nine million loBn by ten per cent
on their property.
The merchants had a meeting to-night for the
purpose of raising money to assist the Govern
ment.
