Its corruption and extravagance have exceed
ed anything known in history, and by its frauds
and monopolies it has nearly doubled the bur
dens ot debt created during the war. It haa
stripped the President ot his constitutional pow
er ol appointment, even ol his own cabinet.
Under its repeated assaults, the pillars of the
Government arc i rocking on their base, and,
should it auccetd inMfovcinber next, aud inau
gurate its President,- we will meet as a subject
and conquered people, amid the ruins ol liberty
aud the scattered fragments ol tho Constitution;
and we do declare aud resolve, that, ever since
the people ol the United Slates threw oil all sub
jection to the British Crown, tho privilege ol
trust and suffrage have belonged to the several
rilutcs, ami have been granted, regulated, and
controlled exclusively by the political power ol
each Slate, and any attempt by Congress, on any
pretext whatever, to deprive any State of this
:ise,'
right, or interfere with its exercise, is a flagrant
usurpation ot power which can find no warrant
in the Constitution, and, it sanctioned by the
people, will subvert our lormol government, and
nm only end in a single, centralized, consolida
ted government, in which the seperato existence
ol liie States will bo entirely absorbed and an
unqualified des;>otism be established in place oi
a Federal Union ot equal States.
That we regard tho reconstruction acta ol
Congress, so-called, as usurpations, unconstitu
tional, revolutionary and void.
That our soldiers aud sailors, who carried the
flag ot our country lo victory against a most
gallant and determined toe, must ever be grate
billy remembered, and all Uie guarantees given
in their tavor must he laithlully carried into exe
cution.
That the public lands should be distributed as
widely among Ihc people as possible, and sbould
be disposed ol either under the pre-emption or
the homestead law, and sold io reasonable quan
tities, and to none but actual occupants, aud it
minimum prices as established by the Govern
ment. When grants ot public lands may be
cleaned ffibessury tor the encouragement ot im
portant public improvements, tho proceeds ol
tuc seals ot mu'Ii lands, uud not tho lands them
selves, should be applied.

Democratic Convention assembled in Atlanta,
Ua. on the 17th ui August, 1870;

Judge Clarke read ihe resolutions,and stated
that he had been instructed by tbe Committee
