and we do declare aud resolve, that, ever since
tbe people oi tbe United Slates threw off all sub-
lection to the British Crown, the privilege ol
trust and suffrage have belonged lo the several
States, and have been granted, regulated, and
controlled exclusively by tbe political power ol
each State, and any attempt by Congress, on any
pretext whatever, lo deprive any Stale of this
right, or tnteflere with its exercise, is a flagrant
usurpation ol power which cau And no warrant
in the Constitution, and, it sanctioned by tho
people, will subvert our lorm of government, aud
can only end in a single, centralized, consolida
ted government, in which the seperate existence
ol the States will be entirely absorbed and an
unqualified despotism '•e established in place ot
a Federal Union ot equal Slates.
That we regard the reconstruction acts ol
Cougress, so-called, as usurpations, unconstitu
tional, revolutionary and void.
That our soldiers and sailors, who carried the
flag ol our country to victory against a most
gallant aud determined foe, must ever be grate
fully remembered, and nil the guarantees given
in their lavur must he iailhlully carried into exe
cution.
That the public lands should lie distributed as
widely among the people as possible, and should
be disposed ol either under the preemption or
the homestead law, and sold in reasonable quan
tities, and to none but actual occupants, aud at
minimum prices as established by the Govern
ment. When grants ui public lands may be
deemed necessury lor the encouragement ol itn-
por.uut public improvements, the proceeds ot
the seals ol such lands, and nut the lands them
selves, should bn applied.
