The National Democratic party, in National
Convention assembled, reposing tu trust tn the
intelligence, patriotism and discriminating Jus
tice ol the people, standing upon the Constitu
tion as the tuundution amt limitation ol the pow
ers ot the government and tbe guarantee ol the
liberties ot tbe citizen, and recognizing ihe ques
tion ol slavery ami secession as having been set
tled tor all time to come by the war ol tbe vol
untary action ol the Soulben States in Consti
tutional Convention assembled, and never to be
renewed or ro-agiuled. do, with the return ol
peace, demand—
1st. The immediate restoration ot all the States
to ibetr rights In tbe Union nndet the Constitu
tion, and oi civil government ol the American
people.
20. Amnesty lor all past political oflenees,and
tbe regulation ot the elective iranchise in the
Stales oy the citizens, and the payment ol the
public debt oi the United Slates as rapidly as
practicable.
8d. All money drawn irom the people by tax
ation, except so much as is required lor thu ne
cessities ot the Government economically ad
ministered, to be honestly applied to such pay
ment, and where the obligations ol the Gov
ernment do not expressly state upon their lace,
or tbe law under which they were issued does
not provide that they shall be paid in coin, they
ought, in right and justice to be paid in the law-

sessing and collection interna, revenue, so that
the burden ol taxation may be equalized ano
lessened, the credit ol the Government and the
currency made good, me repeal ol all enact
ments lor enrolling the Stale militia into nation
al lurces in time ol peace, aud a tar, 11 lor reve
nue upon loieign imports, aud such equal taxs
tion under the internal revenue laws as will *1-

tures, and as will, without impairing the revenue,

tolhe civil power, to tbe end that the usurpa
tions ol Congress and the despotism ol the aword
may cease.
8th. Equal rights and protection lor natural
ized and native-born citizens at borne aud
abroad. The assertion nt American nationality,
which shall command the respect of foreign
power., turuisb an example and encouragement
to people snuggling lor uatlonal Integrity, con
autuuona! liberty, and individual rights, and the
uraiized citizens
maintenance ol the rights ol uaturail
against the absolute doctrines ol immutable aile
B anco, and the claim ol loreign power, to pun
i them lor alleged crime committed beyond

In demanding these measures and reforms, wi
arraign the Kedtcal party tor the disregard oi
right, and the uuparalleled oppression aud ty
runny which have marked its career.

exclusively (or tbe malnteuauce ol the govern
ment and tbe preservation ol the Union under
the Constitution, it has repeatedly violated that
most sacred pledge under which was rallied thai
nobler volunteer army which carried oui flag to
victory.

tary despotism and negro supremacy

and even the private rooms of individuals, sod
seized their private papers and letters, without
any specification or notice or affidavit, as requir
ed by the organic law.
It has converted the American capitol into a
buttle
It has established s system of spies and offi
cial espionage to which no constitutional mon
archy ol Europe would now dare lo resort.
It hu abolished the right ot appeal in impor
tant constitutional questions to the supreme Ju
dicial tribunal, and threatens to curtail or de
stroy tu original Jurisdiction, which is irrevoca
bly vested by the Gonetiuttion, wbile the learned
Cbiel Justice bu been subjected to great and
atrodoos calumnies merely because he would
not prostitute his high office to the support ot
the I alee and partisan charges preferred against
the Presides t. ^
its corruption and extravagance have exceed
ed anything known In history, aud by iu frauds
aud monopolies It has nearly doubled the bur
dens ol debt created daring the war. It has
stripped the President ol his constitutional pow
er ol appointment, even of bis own cabinet.
. Under lie repeated assaults, the pillars of the
Government are rocking on their base, and,
should it succeed in November next, and inau
gurate iu Prerident, we will meet as a subject
aud conquered people, amid the ruins ol liberty
and the scattered tragments ol the Constitution;
and we do declare and resolve, that, ever since
tbe people ol tbe United Btatea threw oil all sub
jection to tbs British Crown, tbe privilege ol
trust and sufirage have belonged to tbe sureral
States, and have been granted, regulated, and
controlled exclusively by tbe political power ot
each State, aud any attempt by Congress, on any
pretext whatever, to deprive any Stale of this
right, or interfere with iu exercise, is a flagrant
usurpation ot power which (ran find no warrant
in tbe Constitution, and, it sanctioned by the
people, will subvert our lorm ot government, and
can only end In a single, centralized, consolida
ted government, in which the seperate existence
ot the Stales will be entirely absorbed and an
unqualified despotism be established in place ol
a Federal Union ol equal Slates.
That we regard the reconstruction acts oi
Congress, so-called, as usurpations, unconstitu
tional, revolutionary and void.
That our soldiers and sailors, who carried the
flag ot our country to victory against a must
gallant and determined loe, must ever be grate-
lully remembered, and all the guarantees given
in their lavor must be iailhlully carried iutu exe
cution.
That the public lands Bhould be distributed as
widely among the |>eople as possible, and should
be ilisposcd_Ql.eilher under the pre emption or
the homestead law, and sold in reasonable qua
lities, and to none but actual occupants, and at
minimum prices as established by the Govern
ment. When grunts ot public lands may be
deemed necessary lor the encouragement oi im
portant public improvemeuts, tbe proceeds oi
toe Beat* oi Buch lands, and not the lauds them
selves, should bo applied.
That the President oi the United States, An
drew Johnson, In exercising the power ot his
Uigb office in resisting the aggressions ol Con
gress on the constitutional rights ot the Btates
and the people, is entitled tu the gratitude of the
whole American people, and ou bchali ot the
Democratic party wc lender him our thanks for
his patriotic efiorts in that regard. [Great ap
plause.]
Upon this platform the Democratic party ap
ical to every patriot, including all lue comer vs
'•live element aud all who desire to gup|>orl Ibe
Constitution and restore the Union, forgetting
all past Uifltrcucea ot opinion, lo unite with us
in the present great struggle lor the liberties ol
the people, and lual lo all such, to wh&toror
parly they may have heretofore belonged, we
exlcud the right hand ol fellowship, and hull
a!1 such co-operating with us as triends and
b/uthera.
Stale Democratic Platform.
The billowing platform was adopted by the
Democratic Convention assembled in Atlanta,
Ua., on the 17th ol August, 1870,
tlou. John T. Clarke, Chairman oi the Com
mittee on Business, reported the billowing res
olutions:
RuoUtd, That tbe Democratic party ol the
State ol Georgia stands upon the principles ol
the Democratic party ot the Union bringing in
to special prominence, as applicable lo the pres
ent extraordinary condition ol the country, the
unchangeable doctrine that this is a Union ol
ol Stales i and the indestructibility ollhe Status,
and ot their rights, aud ot their equality with
each other, is an indispcuoible part ol our polit
ical system.
Betolvcd, That in the approaching State elec
tions the Democratic party eordi&ily invites
everybody to co-operate ytuh them in a zealous
determination to change, as iar as the several
elections lo be held can do so, the present usurp-
mg aud corrupt administration ol Ihe Slate G,,v
eminent, by placiug in power men who are true
to the principles ol constitutional Government
and to a lallhiul and economical admiuisiraliuu
ol public aflairs.

tion be instructed to appoint an Executive Com
mittee, composed ot two Irom each Congres
sional District, who shall choose a chairman

gressional Districts meet m the Convention a.

ize and prepare lor ihe election ol Keprcgciita-
livca lo the unexpired term ol the 4Ll Congress,
and also to the 4ihi Congress.
lleeolved, That in addition to the returns ol
the election, to be made as prescribed by law,
the manager, be requested to give certificates oi
election lo Uepresenlalivea and Senators who
may he elected, to be used os evidence ot their
election.
tueoletd, That whatever policy others may
pursue, we pledge ourselves lo do a,l in our
power lo w-curc a lull and lair election by all
wbisare qualified to vote under existing laws.
Judge Clarke read tbe resolutions,and staled
that he had been instructed by ihe Coimniitce
to move ibe previous question on their adoption.
The motion was seconded and adopted, when
the resolutions were adopted as r, ported, with
out debate, and by an almost unanimous vole.
