and we do declare and resolve, that, ever since
the people ol the United (State* threw 08 all sub

frost and suflrage have belonged io the several
States, and have been granted, regulated, and
controlled exclusively by the political power ot
each Stale, and any attempt by Congress, ou any
pretext whatever, to deprive any State of this
right, or interfere with us exercise, is a flagrant
usurpation ol power which cau And no warrant
in the Constitution, anil, U sanctioned by the

ted government, in which the aeperate existence
ol the Slates will be entirely absorbed and an

flag ot our country to victory against a most
gallant and determined loe, must ever be grate
fully remembered, and all the guarantees given
in their laror must be lailhlully earned into exe

That the public lands should be distributed as
widely among the people as possible, and should
be disposed ot cither under the pre-emption or
the homestead law, and sold in reasonable quan
tities, and to none but actual occupants, aud at
minimum prices as established by the Govern
ment. When grants ol public lands may be
deemed necessary lor the encouragement 01 im
portant public improvements, tbe proceeds oi
the seat* ot such lands, and not the lands litem-
selves. should be applied*
That tbe President ot the United State*, An
drew Johnson, in exercising the power oi bi*
high office in resisting thu aggression* ol Con
gress on the constitutional rights ot the dudes
and the people, is entitled to the gratitude of the
whole American people, and on behali ol the

peal to every patrtut, including all the conserva

Constitution and restore the Union, forgetting

and ol their rights, and ol tbeir (.quality with
each other, is an indispensiblo part ot our polit
ical system.

everybody to co-operate with them in a zealous
determination to change, as lar as the several
elections io be held cau do so, the present usurp

Judge Clarke read the resolutions,and staled
that he had been instructed by the Committee

The uiouou was seconded and adopted, when
the resolutnns were adopted a* reported, with-
out debate, aud by an almost unanimous vole.
