We c>sim tor the Press as exciting a powerful
Influence oyer public opinion, and giving direc
tion, in almost every instance, to the progressive
advancement o! every political organization
throughout this country. This being a long es
tablished fact in the history of every party,
from the commencement of our Government
to the present period, renders it the more neces
sary that a lever of cuch immense power and
dimensions should never be subverted, or made
the advocate of principles which are not baaed
upon the broad platform of truth, moderation
and equal rights. Unfortunately, lor the great
interests of the people of tbe entire country,
Bince the close ol the revolution through which
we have just pasted, a political demoral
ization and unrestraining influences for evil
have sapped the very foundations of all classes,
and political parties having their existence in,
and deriving their power to act from these sour
ces, are driving with impetuosity the whole
country into anarchy and sectional strife. As
the conductors of a public journal, looking to
the future with dread and iearinl forebodings,
we must, as a duty we owe our country, raise
the alarrm and call upon our brethren of the
Press every where to unite in putting men into
the various* offices of the country, to conduct
the tflaira of our Government, whose fitness and
qualifications must be something more than that
Of being a membci of some one ol the present
existing political organizations. Parties which
should be besed upon those pure and-ennobling
principles inculcated by Washington and Jeffer
son, and sustained and advocated by statesmen
and patriots since their day, have been trac>-
formed into "cliques” and "rings” for the sole
purpose of obtaining office, and until the coun
try has become bankrupt, public confidence lit
erally destroyed, and a reign of terror threaten
ing us in the future. This gloomy picture is so
elearly seen that aged men have well nigh drawn
from the contest in despair, and "hung the harps
upon the willows,” while the young and inexpe
rienced have undertaken to guide us safely into
port. But we take the position that no countiy
can long survive while its counselors are men
who can be turned aside from these great and
grand principles which are based upon morals
and religion. Without a change is soon made
by which tbe flood tide of corruption which is
now sweeping over the country may be stayed
in its onward progress the lives of our citizens
will be unsafe—the temples of justice closed for
ever—and scenes of horror and bloodshed be
come an every day transaction.
Democracy#
We publish in this issue of the Intelli-
gbnceh, the address of the State Demo
cratic Executive Committee to the Democra
cy ot Georgia, and call special attention of
our readers to the address, and, especially, to
that portion of it which refers to the colored
people. We do not agree with the Committee
when they say "we would not if we could, and
that we could not if wo would, take away their
political rights.” And this attempt on the part
of the Executive Committee to commit the De
mocracy of Georgia to the surrender of one of
the great principles of the party, is not only a
mistake on their part, but will tend to disarm
that gallant band of Northern Democrats who
have been true to the country and the constitu
tion, and who have so openly and manfully op
posed the conferring of political rights upon the
negroes and negro supremacy in the South.
This opposition to negro suffrage and their
Tight to hold office has contributed more than all
other causes combined to the successes and tri
umphs of the Democracy iu the late elections
in the Northern and Western States, and it will
ultimately be so in the South it the Democrats
will but remain true to their principles.
We then say to Democrats, deceive not, and
be ye not deceived. The negro element is one
of weakness and not of strength, it will finally
destroy the power and influence of any party.

city, depends, to a great extent, ou tbe judicious
ana economical administration of the municipal
Government.
Now that the officers to manage pnblic affairs
for the year 1871, have been elected, we desire
to call their attention to the fact that their la
bon should virtually commence at once. Much
thought is necessary to bestow upon certain im
portant questions, which will necessarily come
before them soon after their inauguration in Jan
uaiy. If, without mature consideration, they
should be hastily taken up and permanently dis
posed of, material interests ol the city may be
injuriously affected.
A considerable amount of money is involved
in the accomplishment of certain contemplated
public enterprizes. Whether the necessary ex
pesditures for these purposes he made from
means raised on the credit ol the city, or by
immediate taxation of her citizens, the result,
in some respects, is the same. The property
holder mustfeel that his pro rata share of such
expenditures must come at once from his pock
et, or hang asa mortgage upon his rial estate,
and in xnakingdispoeition ol it, can only realize
its value, leasthe inconvenience of such incum
brance.
The debts of a government are pail only
from the property of her citizens. Immigra
tion may, m this way, also be discouraged.
Again: An excessive amount of city securi
ties being thrown upon the market, necessarily
lessens their value, and weakens confidence in
the prompt payment of interest, as well as in
the fidelity with which the ultimate obligation
will be met. The city's credit may thus be in
jured, and her ability to raise funds, “ on living
terms,*' tor necessary expenditures afterward,
' be destroyed,
We give place in our columns tor tbe publi
cation of the following very interesting docu
ment, found on the streets by a gentleman, who
handed it to aa, requesting its publication with
out any polishing whatever, to that the loser
can, by recognising tbe same in print, clip it out
for future reference. It is certainly a a gem n of
a letter, and well calculated to arouse tbe ten
der feelings of the fair one to whom it is ad
dressed :

Snugly esconsed in the wHds of one of the Kiddie

Now and then -at would emerge from her unknown
home and mingle with the indabitants around about lor

While public measures that cost money must,
whon of practical benefit to the city, be carried
out by its government, yet, financial ability,
round judgment, and patient invcoi.gation, are
required to steer clear of breakers. Rather than
reckleee.expenditures of large sums on question
able enterprises, economy ami caution should
^ vern our city lathers. When public opinion
■ought, let it be expressed fully and fairly be
fore acted on. Our experience with the finan
cial management of the city government in tbe
past affords valuable lessons to the incoming
Council. Rash expenditures, without equiva
lent compensation, or compensation at all, may
be traced to unjust influence and want of dis
cretion and economy.

Democratic Prospects.—Encouraging re
ports come up trom every portion of Monroe for
the success of the whole Democratic ticket at
the approaching election. The people are thor
oughly alive to the issues presented. Democrats
have only to govern their domestic affaire du
ring tho election and victory is certain!

There is some meaning in the words “domes
tic affairs" no doubt—bat it is time lost to ex
pect the negro to vote—Democrats cannot rely
npon it
Oct of Sorts.—A youth, with a huckleberry
looking countenance and chevaoxdefrieze hair,
created a tittle home-made inn, yesterday after
noon, by swearing, cavorting and catting np
generally; bat,upon the approach cf a "knight
baton” he precipitately fled,forgetting
oil his ill humor.
Repeaters.—Two ireedmen are now in du
rance uUe charged with having voted too often
in the recent election, and being rather far from
borne to beinterarted in the Municipal affaire of
Atlanta. One of the parties is from Gordon
sty, tbe other from Bartow county.

We have examined the books of tbe Ctark, the
Sheriff, the Ordinary, and the Treasurer, sad End them

We find the roads of tho county Is good order, and
the bridges safe.
T v ere are one hundred and seven (181) inmates at the
Almehonee, who are apparently happy and satisfied
with their condition. Only two ate reported to ns in
feeble health, and they have all necessary medical
attention.
Slight repairs are needed on some of the bnlldlngs.
and comfortable winter clothing will have to be pro
vided for several of tbe Inmates. The children, mostly
girls, made a creditable appearance. They attend
school regal arty, and under their teacher, Mina Donald
son, are making fair progress In their studies, it wonld
be of great benefit to such as shsw a disposition to
improve themselves It they could be provided with
books of in sir action. The management of Mr. W. Y.
Langford is entirely satisfactory, ana he appears to teel
a real interest In those entrusted to hie cue.
Wo have examined the Jail and find it as neatly kept
as the circumstances will permit, sod Join with previous
Grand Juries in pronouncing the present structure
unsafe without a strong guard.
Wo would recommend the Iaeue of the Thirty Thou
sand Dollars of County Bonds authorised by she Gene
ral Assembly, said Bonds ta bear 8 per cent interest,
and that the entire proceeds bom sale of said bonds be
expended In the arectlou of a Jail ot matte, which will
answer the purposes of the county for years to come.
