MEXICO AND MEXICANS.

' ititutlon.
Cut of Mxxtoo, February 21.???There Is one
Interest In thl, republic that will draw Amer
ican capital and will pay well, if rightly man'
aged and sufficient capital Is invested to de
velop it, and that is tnisdng, for the entire
country is rich in mineral resources. To
start in this business properly, not less than
a hundred thousand should be raised, and
then tbe mines ought not to be placed in any
but honest os well as experienced mining
men???s bands. Uinlng will be for many yeara
tbe great intereat ot tbe republic. Mauufsc-
tur-rs will creep in, aa there ia a fine Held for
them so soon aa coal can be fonnd here and
transportation facilities furnished. Lack of
fuel ia a terrible drawback to tbia entire
country???almost as great aa want of water.

An American farmer would get broke
quickly unleas he commenced operations
with s > largo a capital a?? to pom an immense
force, for if on a small scale bi. emiro crop

be very likely to encounter opposition from
(be managers of the intmens-estates wbo
would no' wish him furmrog near them It
would be ditH' nit to purchase land that could
be easily irrigated as tne wealthy Mexicans
are in poeseteinn ol inostof that kind
An American hotel, there being none in
this city at present, would pay after next
winter, and so would an American barroom,
fitted up in very elegant B'yle, mid run on the
American plan; but not n cbeap affair as
there are several of them hpre now.
OFINIONS ABOUT MEXICO.
There are many tbn.gs o recommend Mex-
icoss a country, many notto. Without enu
merating tbe latter la detail let ms say that
if one wishes to come here to live, besnonld
by all means, understand Spini-b, even if be
cannot speak it. Ha should hav- money
enoush to carry bint back bomn after arrival,
and be aware uf tbe fact, aud remember dis
tioclly tbat this country has its own customs
and babils, that for ages such will continue
and tbat bla best plan Is tu keep qu et, or
agree with Mexican views. These

and of their antiquities and Aztec blood.
Tbey consider tbat no other couutry equals
theirs in climate or products (and in tnese
two respects aro very nearly right) nor In ao-
ciety, and do not like nny aliQsion tbat even
seems to make light of thrir couutry nr ruj
toms. Many of them think tbat the United
States wants to capture tuelr country, and
are of course jealous of us. Some hot headed
Americans euconragq such an idea. Tala is
wrong. Any man from tbeslaies, whocomrs
here and looks at the matter coolly and fairly,
will in my opiuion, return home believiug
that Mexico should belong lo the Mexicans
and to no other nation. Quite a number ol
well informed Mexicans seem to understand
that the United S ates does not wish the
annexation of Mexico, but they think possi
bly, there being so mncb American capital
invested in building railroads and in mining
in this republic, tbat the Mexican govern
ment may be unable to meet its obligations
and then by some chance, onr congress might
be lobbied into demanding a lulfilltnentof the
contract with tbe capitalists In such a case,
their feara are that oar country might de
mand tbe cession of Chihuahua and certain
other border aia'es and tbat in a few yean
some of tbe other stales of Mexico seeing the
great prugrtss of these states under American
rnlewonld withtobeannexed too??r country.
Suould such a circumstance arise, it would be
well for tho Uahed 8 ates tu make Itsouo-
pieasant for tbe pauper element as to push it
back into the sta-es adjoining which re
rna ned in Mexico, or eiae prouihit such a
class from over voting. Toe colored man of

the Mexican peon. A fat peon of the male
nder is a sigiityet to be teen by me. Good
__od and plenty of it is not kuowu to them.
I have no dunbt but that there are five mil
lion people in this republic who never ait any
onetitue bad five dollars each. While this
conntry is vast, its climate fine and Us possi
bilities great, If pruprriy looked to, there ia a
roving nomadic population of mtny millions
of pure or mixed iodiaus, the bulk of them
peoned on tbe iuitm nee estates, and living on
corn and pepper. In rags, filth end huts, tbe
rnt tramping from pillar lo post; men
women and children, with uo aim or objert.
hiving liit'e or no idea of law or rig"tou, aide
ol a performance of their church duties. We
of the south, bad four millions of a docile,
uneducated, but hard workiog race, thrown
on us as vo ersand see the face of an election
now. What could it be, had we the seven or
eight millions of this nomad race (who work
only sufficient to keep alive), mado free
Amerlcau citizens? Fur my pari, 1 would
join an army to prevent Mexico, with lie
present populetinn, from beiug annexed to
our country. Were thereabout ax million
funerals in this republic aud tbe immense
laDded estates, now held by a very few
wealthy men, divided up aud for sale as
homesteads, then should Mexico, of Its own
free will, aak admittance to tbe union, it
would be well ??? to admit bar, Tu use an
American expression, Mexico does not wear
Well. A' flr,t blush, the new comer ia car
ried away with the beautiful iceuery and the
fine lands and easy manner in wuich two
crops a year can be gathered. The novelty
and entire dissimilarity to America attracts
his fancy. He is in love with its climate and
its fruits, but In n few weeks, after looking
about and aeeieg tbe dire poverty of ninety-
five per cent of lte people, end the great lack
of tliriftness, cleanliness end money among
tbatlmmense percentage, his opinions change.
The apparently rich, tbat is e certain class in
the city of Mexico, who go in fur outward
show at tbe expense of inward comfort la in
my opinion a fair proportion of the cltlz-ns
of tbat city. Id other towns visited, it was
either very poor or very rich for Mexico.
'???Very poor,??????in this re-pub it, is whet yon of
Georgia do not know. Tbe most indigent
colored man in Atlanta ia not half so poorly
off There seems to me to be no provision
made for paupers here, for in tbe states we
could dess the bulk of tbe population under
tbat head. Of conree this cl,as has no money
and therefore trade languishes. Where there
ia no money there Is no chance to make
money.
To an American tourist, Mexico is a great
place fur a trip. To au American seeking e
residence, it would nut be ibe location desired,
especially if be bad a family. American wo
men do not like Mexico. The customs litre
are so different, especially in many matters
of a very delicate character, that it jars on
tbeir natures and causes many to eicken. For
Instance, tbe prompt manner in wnlcb calls
of nature are attended to by both sexes of tbe
lower daises, and in mauy Instances of tbe
better cleseea, irrespective of time, place, or
eurroundings, may be of advantage to the
health of tbe female zex, bat ii rather re
volting to an American. Here, the Indell
ctcy ia not in tne act, bat in the notice of it. v'd
Tbe entire ebience of sewerage ell over the

I have secured, tbe former injured. My ob
eerva'ions are made from a strictly impartial
standpoint In my former letters, the great
beaut ea and advantages uf tbe country were
fully zet forth; in Pile the disadvantages,
while the climate ia superb, the air very rare
and pure throughout nearly all of Mexico on
account of the large proportion of it that is
table laDdon tbe mountains, tbers Isa aya-
lem, or rather lark of system about every en
lerurlfe, from the management of the gov
ernment down to tbe setting to rights of a
bedchamber that does not suit American
views, which lack counterbalances the benc
h's of climate. Tbese cus'oms cannot be
ebang d soon, end nnder American rule in
tlie Mexican* never. In mv opinion, the
true road to prosperity for Mxlco, is as an in
dependent republic. UDder a wise president,
with such liberal views towards the United
States as are held by General Diaz Then,
American capital, upon the finishing of the
International system of railways now fast ap
pmaohlng completion, would come here as
rapidly as needed. There w tuld be an unity
of interests between the two republics, which
would promo???e feeling of friendship between
tbe two peop'eand tbetrgovernmeuls tosuch
an extent that no foreign ua ion would at
tempt to interfere with Mexico, from fear of
onr republic takings hand in tbe war. 8<>
soon as reasonab'e tarifison American goods
and provisions conid be agre- d on, so soon
would our dealers rush their stocks into this
republic, and find g-tod markets, thereby re
ducing tho price of food and Improved ma
chinery to such an ex'ent that tbe poorer
classes here could get good nteuls for less than
the cos', is now of their 'ortillss and pepper.
Asa state of the United S'atea. there would
be kept up a feeling of hitter hatred ny the
Mexicans toward our government that could
be quelled in a century.
The fact that every Jew or Irishman met
by me in Mexico says that the Uoi eil Sta???es
is tbe best country in the world to make
money In, because everybody there bus some
money and it Is kept moving, and because
tbat there are very few Jews here impresses
me with the belief that America is good
enough for me. There is one thing though
that dues not fill my soul with pride, and
that Is the lamentable lack of respect shown
to our fir*, and the great respect sbown to
tbo Uflnah. Our country, In place of being
respected by these people, fsheltl ingress
contempt, except among the better educated
classes end it is the opiuion among many
that if Texas would stand to one side, the

such a policy. Sioco their determination to

their allegiance to our government, and taken

Sickness they believe ia the result of offend
log some deity or spirit, and reversing the
process tbey endeavor to placate, the deity
through the priests, and thus coax him in o
removing tbe p ague from them. The der-
vialus being the meet holy men among the
iriests. are??ate- med the moat celebrated doc-
on, Eicb Thursday, aher their peculiar
riles, towels aud the clothes of sick persons,
too weak to come perunally, are brought to
them in tha tenipm and laid on the fl tor be
fore the altar. A bottle of water is then car
ried round the circle ol dervisbesand render
ed holy by being breathed on by each one in
turn. Tbe high priest is tbe last to do tbia,
and then taking tbe bottle, be bean it above
bis bead to tbe altar, where, after sundry
salaams and mniterings, he walks back and
forward several times over tbe clothee and
then sprinkles them with water from the bo
lls. Tbia ia supposed to endow both towels
and clothes with miraculous curative proper
ties, and they are taken away by the sick
men???s friends at great cost for rubbing pur
poses or to be worn as a cure. For lhe??????tramp-
ling" cure, those who are able to come to tbe
temple in person.
CRUELTY TO CBILCBZN.
A woman brought tu a baby not more tbsn
12 monies old. It wsa weak and pinched,
and not knowing wbat ailed it zbe bail
brought it to tbe priest in b??pe of cure, A
mat wu spread before the altar and the child
laid on it, face downward, on the ffijor. Then
the high priut, leaning a hand on tbe
shoulder of an attendant on each side, so as
not to press too heavily, put bis foot on tbe
child???s loins, settled it lo get a firm foothold,
and then raising himself, stood uprigbton tbe
poor little body. Then be stepped back, and
lifting the child soothed and caressed it with
a tenderness tbat showed him utterly uncon
scious of sny brutality and also Ilia assurance
in tbe efficacy and necessity f r tbe remedy.
Two other hides received tbe same treatment,
and then five young girls ran in and lay down
aide by side on the mat. Tbsre was apparent
ly nothing tbe matter with them, but the r
friends were afraid there might be audio
brought them to forestall contingencies.
MOVXl* TREATMENT
The priest sprinkled them with water from
the holy bottle, end then, discarding the help
of bis attendants, stepped up on to tbe near
est girl and walked several times scran tbe
raw. At every step bis feet sank into tbe soft
flesh, bat be kept below the waist, and only
an occaat mal grant showed tbat tbey felt ft
at all. Borne of tnem appeared to think it
very fanny, and when ibe priest bad finished
they all got up laughing, kissed hit band with
great show of reverence, and ran nimbly out.
The only patient not entirely roicel was an
old Turkish officer, with rheumatism in bis
limbe Tbey brought him in on crotches,
with his legs all bent and stiff, and like tbe
others, he was laid out on tke mat. Then
the priest mounted him, beginning it tbe
wslst, end inside of two minnt-s biz legs were
???traightened out aa limp as carpet-ragz, and
tbe old print was walking np and down bim
as cheerfully as if there was no zoch thing as
feeling in bim. Tbe officer's face tamed
bite as bis shirt, and onceor twice be yelled
him to his feet, although he appeared rather
wined, tie etuuu atone and walked sway with
out his crutches,
TUI "??V EATING-STOKE.???
Another popular cure ia the ???sweating-
Itone,??? so called, in the mosque of S'.Sophia.
It ia a large pillar near tbe left band entrance,
or a sort of greenish white stone. In this,
about the height of a man???s bead, is a small
hole, hardly large enough to contain tbe en
tire fingers Through some peculiar natural
f trouerty of the itone, the inside of this hole
s always covered witha salty moisture, No
matter bow often tbis Is wiped away, it in
etantly returns, sn I this ??? sweat??? of ttie stone
tbe Turks credit with miraculous curative
properties. Hundreds come here, it issald.to
rub their diseased members with the healing
moisture. Toe graves of many of tho dead
dervishes, too, who in life baa extra luck ss
???tramplere," have been converted into
sbrincs, to which sick persons make pilgri
mages in hope of cure. Tbey tie on the grat
ings before these tomb) long strips of flauuel
sod wool???b'sck, yellow and red???torn from
their clothes, and do not forget to leave s
plaster or s tin the money basin before de
parting. This is tbe cure for fevers and colds
and also a protective against the "???evil eye."
This rear ot the "evil eye??? ia si strong among
the Turks as among the Italians, and in point
of civil zttlon much more becoming Like
tbe Italians, tbev consider coral a protection
against iu ill i fleets, and every Tirelc carries
a piece of it ubjut with him tu a charm. Not
onty this, hut the superstition extends to
auimals aud products.
CORAL AMULETS.
The donkeys and hunts have necklaces of
red coral andstriogsof turquoises twisted in
to their tails. Pendants of coral hang from
the grape and vegetanle baskets, and it a Turk
gets s wearing mad at Ids donkey and wants to
say tbe worst thing be can to lilm. be
threatens to take away bis jewelry, tbat being
tbe shortest way of utterly consigning bun to
the devil. The Turks are very much afraid
o( dying themselves and never like to think
of dying in any way. Aa a consequence they
appear peculiarly heartlraa about tbeir
funerals The body, in a coffin or un aboard,
os tbe case may be, is covered with a yel'ow
cloth and laid in a litter. Then four brawny
Turks lift up tbe corners and set off as fast as
they can go to tbe tnntqne, tbe friends fol
lowing as best tbey can. Nobody makes way
tor the procession in die crowded streets and
it often goes bard with the bearers to dodge
in and out among the hones and carriages. In
front ofthe mosques aro slanting stouts, on
which the bodies are rested white the priests
aud mourners go In to pray. Tbis finished,
the march l??riiU"ied until the grave is reach
ed, All except the mourners laugh and gos
sip and poke run at the bearers fur their awk
wardness In lowering tbo corpse. One of the
lafer jumps into the grave aud arranges tbe
body, sud wben be has scrambled out the
diggers begin filling In the dirt and the psrty
goes away. Themis no furtbersbow of senti
ment. and after the erection of a headstone,
little care is there whether tbe worms or the
dogs lunch on the departed. Being fatalists,
they know he is either in tormentor in glory,
and while certain that the same fate tunst
come to them In time, tbey don't want tu be
bothered with tbe thought before it comes
end so endeavor to forget tbe dea i and death
as quickly and completely as possible.
